Hiring Salary Range: $60,000 – $84,300 annually
Full-time position, Monday – Friday 8:00AM to 5:00PM. Potential hybrid schedule for qualified employees including flexible work hours and telework options

OVERVIEW
The State Preservation Board has a unique and diverse mission to preserve, maintain, and restore the historic properties entrusted to its care: the Texas State Capitol and Grounds, Texas State Cemetery, Governor’s Mansion and Bullock Texas State History Museum.
This is a Lead Procurement Specialist role. This is the job for you if you are organized, flexible, and enjoy being part of a small team where your contributions make a difference. In this role you will plan, coordinate, and prepare required procurement and contract documentation on a range of goods and services to support construction, facilities, and preservation projects. This is an opportunity to work under limited direction from the Director of Administration with extensive latitude using problem solving skills, initiative and independent judgment.
THE DAY-TO-DAY
The ideal candidate will have the ability to highlight their strengths and experience in the following areas:
- Works collaboratively with agency staff to identify procurement options, ensure all specifications are sound, and comply with State procurement laws, policies and procedures.
- Advises agency staff on procurement processes and methods, evaluates requirements, assists with drafting and reviewing specifications to achieve best value.
- Oversees or prepares the scope of work, specifications, and terms and conditions for purchases over $25,000, and assist with contract renewals.
- Reviews all related documents and forms submitted by vendors to ensure compliance, accuracy and completion, completes procurement checklists, and maintains detailed and well-organized files.
- Coordinates the contractor oversight process, including risk assessment, developing and monitoring plans and evaluation criteria to assist agency Contract Managers in ensuring that contractors consistently provide quality services.
- Serves as the agency’s HUB Coordinator.
- Prepares and submits contracting and procurement-related reports, including all required HUB reports and Contract reports required by CPA and LBB.
- Handles some contract management duties and informs agency management of contract issues.
- Responsible for agency wide procurement tracking and record keeping.
- Monitors legal and regulatory requirements pertaining to procurement.
- Performs other purchasing and procurement duties as assigned.
EDUCATION
Graduation from an accredited four (4) year college or university with course work in business, public administration, accounting, management or other field. Related experience may be substituted for the education on a year-for-year basis.
REQUIRED EXPERIENCE & TRAINING
- Experience leading procurements of goods and services in the public sector.
- Experience drafting contract documents, preparing and assisting business areas with Informal Bids, Invitations for Bid, and Request for Proposals (RFP).
- Must currently possess at least one of the following, or successfully complete certification in the first six (6) months of employment:
- Certified Texas Procurement Manager (CTPM) or Certified Texas Contract Developer (CTCD).
PREFERRED EXPERIENCE
- Experience with the State financial system CAPPS.
- Experience using statewide Term Contracts, TXMAS contracts, and familiarity with the Texas statewide purchasing system.
- Experience working in procurement at a Texas state agency or Texas institution of higher education
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of State of Texas procurement laws, regulations, rules, policies, and procedures
- Knowledge of laws governing state purchasing and Historically Underutilized Business program
- Knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product characteristics, and technical specifications.
- Skill in drafting and reviewing procurement documents and reviewing technical
- Skill in providing quality customer service in a courteous and professional
- Skill in effectively managing daily workload responsibilities to timely meet customer and agency
- Ability to gather, assemble, correlate, and analyze facts and devise solutions to procurement challenges
- Ability to work independently and as part of a team
- Ability to understand, follow, and convey brief oral and/or written instructions
- Ability to work a flexible schedule to meet required deadlines
- Ability to work calmly under pressure and exacting schedules to complete assigned tasks
- Ability to comply with all agency policies and applicable laws
- Ability to comply with all applicable safety rules, regulations, and standards
OTHER REQUIREMENTS
