WHO ARE WE

The Texas Department of Agriculture Internal Audit Division provides independent, objective assurance and consulting services, using a risk-based approach, to add value and improve the operations of the Texas Department of Agriculture.

WHAT YOU’LL DO

The Internal Auditor will perform moderately complex to highly complex internal auditing work to ensure compliance with federal and state statutes, internal controls and other regulations. You will conduct, plan, schedule, coordinate and review audits and report results; and provide guidance and assistance in governmental auditing to improve governance, risk management, and internal control processes. You will work under general /general to limited supervision with moderate/moderate to considerable latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Assist in the planning and completion of significant aspects of an audit, including the preparation of key deliverables in the planning, fieldwork, and reporting phases of a project.

Prepare audit documentation in conformance with auditing standards and effective business writing practices.

Conduct internal routine to moderately complex audits in compliance with IPPF and GAGAS professional standards and TDA policies and procedures.

May assess IT systems and controls (general and application).

Prepare and present oral and written information concisely and accurately to auditees and internal management.

Assist in the report-writing process communicate the results and recommendations arising from the audit.

Assist in performing internal audits that are highly complex in nature audits in compliance with IPPF and GAGAS professional standards and TDA policies and procedures.

Perform other duties as assigned.

Follow all TDA policies and procedures.

In addition to the Primary Responsibilities listed above, the following apply to the Internal Auditor III position:

Prepare and review audit documentation in conformance with auditing standards and effective business writing practices provide feedback as applicable.

Conduct complex to highly complex audits in compliance with IPPF and GAGAS professional standards and TDA policies and procedures.

Prepare reports to communicate the results and recommendations arising from the audit.

Assist project management with scheduling, tracking, and monitoring project activities and tasks.

MINIMUM QUALIFICATIONS FOR AN INTERNAL AUDITOR II

Bachelor’s degree in Accounting, Business Administration, Finance or related field.

Experience in auditing, accounting or finance related role.

Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP) Certified Information Systems Auditor (CISA) or  meet minimum requirements for CIA or other preferred certifications  within 6 months of beginning full time employment.

Master’s degree in Accounting OR completion of an Internal Audit program OR Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP) Certified Information Systems Auditor (CISA) may substitute for an undergraduate degree and required work experience.  

MINIMUM QUALIFICATIONS FOR AN INTERNAL AUDITOR III

Bachelor’s degree in Accounting, Business Administration, Finance or related field.

Three (3) years’ experience in auditing, accounting or finance related role.

Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP) Certified Information Systems Auditor (CISA) or  meet minimum requirements for CIA or other preferred certifications  within 6 months of beginning full time employment.

Completion of an Internal Audit program OR Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP) Certified Information Systems Auditor (CISA) may substitute for an undergraduate degree and two (2) years of required work experience.  

PREFERRED

Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP), or Certified Information Systems Auditor (CISA).

Work experience using TeamMate auditing software.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of auditing standards and procedures including: Generally Accepted Government Auditing Standards (GAGAS), the International Professional Practices Framework (IPPF) and Code of Ethics (IIA), and the Committee of Sponsoring Organizations (COSO) Framework and Control Objectives for Information and Related Technologies framework (COBIT); along with accounting methods and systems and business practices; of government audit standards and procedures; and local, state and federal laws and regulations relevant to program areas.

Skill in critical thinking; providing excellent customer service to internal and external customers; and in the use of a computer and applicable software and networks.

Ability to apply Governance, Risk and Controls during all audit phases and to the organization; analyze problems, evaluate alternatives and recommend effective solutions;  process information in a logical manner and to assess validity;  communicate ideas clearly and concisely and compose clear and concise audit procedures, findings, and recommendations;  gather and analyze accurate and relevant data and information;  quantify results;  evaluate documents for accuracy and legal conformance;  conduct effective interviews and meetings;  work independently and/or in a team environment;  work in a setting requiring self-motivation/cooperative decision-making and to work effectively with diverse groups of people;  work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail;  to coordinate with other staff, departments, officials, agencies, organizations and public; and in exercising sound judgement and discretion.

ENVIRONMENT/PHYSICAL CONDITIONS:  Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer, and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 10%), occasionally overnight.
