Performs advanced (senior-level) contract management work. Work involves coordinating, developing, and evaluating a broad range of contracts and ensuring contractual obligations are performed by all parties to the contract. Assists with bid solicitations, contract renewals and amendments. May serve as a subject matter expert and may provide direction to others. Works under minimal supervision with considerable latitude for the use of initiative and independent judgement following TABC policy and procedures and state rules and regulations.

ESSENTIAL JOB FUNCTIONS (EJFs):
(40%) Develops solicitations, contracts, and amendments.
· Maintains knowledge of and completes all state required vendor performance tracking for each assigned contract. · Evaluates contract expenditure data and assists with contract projections. · Serves as a liaison with contract providers to ensure participation is consistent with program, legal, and fiscal requirements. · Develops bid evaluation scoring instruments. · Prepares specifications for requests for bids. · Negotiates contracts, contract renewals, and amendments in coordination with the General Counsel division. · Conducts needs assessments to determine requirements for the solicitation of goods or services. · Monitors legal and regulatory requirements pertaining to contracting. · Makes recommendations to change solicitation, contract boilerplate and other contract-related documents.
(25%) Coordinates and/or audits and reviews contract invoices; and reviews and checks for accuracy, receipt of material, and compliance of the contract.
· Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies and recommends cancellation of contracts when deviations occur in coordination with the General Counsel division and division subject matter expert. · Administers the billing process and eligibility monitoring functions for contract billings. · Evaluates expenditure data and makes projections to ensure appropriate use of funds.
(20%) Coordinates and/or develops purchasing program guidelines, procedures, policies, rules, or regulations.
· Develops contract guidelines, policies, and procedures. · Provides guidance to internal and external stakeholders regarding contract administration, policies, and procedures. · Creates, audits, and maintains contract/procurement files and a checklist for each agency contract/purchase.
(15%) May coordinate the development and provision of training to staff regarding contracts and procurement practices and policies.
· Prepares, reviews and tracks purchase orders ensuring completeness, accuracy, and compliance with applicable requirements. · Procures and orders merchandise, supplies, and equipment by using, interpreting, and monitoring established guidelines, rules, policies, and laws. · Complies with division and/or agency training requirements. · Adheres to all Texas Alcoholic Beverage Commission’s Personnel Polices. · Performs other duties as assigned.

MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with major coursework in business administration or a related field is generally preferred. Experience and education may be substituted for one another.
AND
· Four (4) years’ experience in contract development or management work in state government. · Experience using CAPPS. · Experience in contract development, management, or evaluation work. · Experience in evaluating, writing, and editing contract requirements and specifications required. · Experience in evaluation and ensuring conformity of performance to contract requirements required.
PREFERRED QUALIFICAITONS: · Two (2) year of experience in purchasing for a Texas State agency preferred. · Certification as a Certified Texas Contract Manager (CTCM) preferred or ability to obtain CTCM certification within six months of hire, or as classes are available. · Certification as a Certified Texas Contract Developer (CTCD), formerly Certified Texas Procurement Manager (CTPM) preferred, or ability to obtain CTCD certification within six months of hire, or as classes are available.

Knowledge Knowledge of state procurement and contract management requirements, regulations, and best practices; of negotiating contracts; of developing contracts; of business administration and accounting principles and practices; and of policies and procedures of contract management.
Skills Skill in the use of a computer and applicable software, including Microsoft Office applications.
Abilities Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; to communicate effectively; and to supervise the work of others.

Certified Texas Contract Manager (CTCM). Certified Texas Contract Developer (CTCD). Valid Texas driver’s license.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This position functions in a standard office environment. Must be able to move about the office to access file cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via telephone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation.
This position is expected to work in the office but may be eligible for a hybrid schedule teleworking after initial training is conducted and the candidate has demonstrated competency and the ability to work independently. For telework, must have a secure, dedicated workplace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
