GENERAL DESCRIPTION:

Performs highly complex (senior-level) managerial work administering the daily operations and activities of the Texas Alcoholic Beverage Commission (TABC) Business Services purchasing functions. Tasks include
State of Texas required reporting and overseeing Historically Underutilized Businesses (HUB) initiatives. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating, and overseeing the purchase of commodities and services; preparing procurement documents. Supervises the work of others.  Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS (EJFs):

(50%) Manages the daily procurement activities.

  • Plans, implements, coordinates, monitors, and evaluates policies and procedures, and monitors compliance with policies and procedures.
  • Prepares, coordinates, reviews, tracks, and processes purchase orders. Ensures all procured items meet the required quality standards and specifications.
  • Prepares and reviews the preparation and distribution of bid invitations to vendors. Reviews and/or prepares bid specifications.
  • Manages the procurement and contract reporting requirements to oversight agencies including the Comptroller of Public Accounts (CPA), State Auditor’s Office (SAO), Legislative Budget Board, and Office of the Governor.
  • Serves as HUB coordinator and reviews the agency’s HUB activities and compliance.

(20%) Develops and executes procurement strategies which align with the agency’s overall goals and objectives. Identifies potential suppliers, negotiate contracts, and establishes relationships with vendors.

  • Stays up to date on industry trends and regulations to ensure the agency is compliant with all applicable laws and regulations.
  • Monitors inventory levels to ensure the agency has the necessary resources to operate effectively. Works with other departments to determine the appropriate levels of inventory and to ensure goods and services are ordered in a timely manner.

(15%) Supervises procurement staff.

  • Manages the procurement staff to include hiring, training, coaching, reviewing work, preparing personnel evaluations, and implementing disciplinary action when necessary.
  • Coordinates and provides training to staff regarding procurement practices and policies.
  • Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
  • Ensures CAPPS Business Analysts participate in CAPPS User Group and governance meetings, other related internal and external meetings and committees, and communicates necessary information to management.
  • Provides guidance for level 1 troubleshooting and coordinates issues between CPA and TABC staff.

(10%) Serves as the agency’s procurement card administrator and manages all aspects of the program.

  • Issues new cards, deletes old accounts, and reviews quality audits of purchasing.
  • Responds to ProCard vendor exceptions.
  • Updates procurement policy as needed.

(5%) Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with major course work in business, public administration, accounting, management, or a related field. Experience and education may be substituted for one another.

AND

  • Four (4) years of State of Texas experience in procurement.
  • Three (3) years of experience with CAPPS Financials Purchasing module.
  • Certification as a Certified Texas Contract Manager (CTCM) or ability to obtain CTCM certification within six months of hire, or as classes are available.
  • Certification as a Certified Texas Contract Developer (CTCD), formerly Certified Texas Procurement Manager (CTPM), or ability to obtain CTCD certification within six months of hire, or as classes are available.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge

Thorough knowledge of State of Texas purchasing laws and regulations.

Knowledge of purchasing and procurement methods and procedures, of state procurement principles and practices, of assigned commodities and products on the open market, of supply sources, and of the principles of business administration and accounting.

Skills

Skilled in writing technical specifications.

Skill in the use of a computer and applicable software, including Microsoft Office applications and CAPPS financial purchasing module.

Abilities

Ability to research and interpret statutes and guidelines in relation to procurement and contracting.

Ability to plan and coordinate the work of professional and clerical staff.

Ability to communicate orally and in writing.

Ability to promote effective communication between technical and non-technical staff.

Ability to prepare business/technical documentation.

Ability to work with diverse and cross-functional groups.

Ability to exercise judgment and discretion in resolving problems and applying and interpreting departmental policies and procedures.

Ability to maintain confidential and sensitive information.

REGISTRATION, CERTIFICATION OR LICENSURE:

CTPM Certified Texas Contract Manager (CTCM).

Certified Texas Contract Developer (CTCD).

Valid Texas driver’s license.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This position functions in a standard office environment. Must be able to move about the office to access file cabinets, office equipment, and move up to 25 pounds. Must be able to communicate and exchange information via telephone, computer, in-person and via electronic media.  Must be able to perform repetitive use of a keyboard at a workstation.

This position is expected to work in the office but may be eligible for a hybrid schedule teleworking after initial training is conducted and the candidate has demonstrated competency and the ability to work independently. For telework, must have a secure, dedicated workplace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
