JOB SUMMARY:

Performs highly advanced and/or supervisory (senior-level) enterprise compliance analysis work for TFC’s contractually required insurance and bonds. Work involves examining, evaluating, and monitoring records, programs, policies, documents, and/or contracts to ensure conformity with contractual requirements, laws, rules, and regulations; and conducting inspection and analysis activities. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

  • Evaluates the terms and provisions of insurance policies, including declaration, endorsements, riders and certificates of insurance for the purposes of determining compliance with statutory, regulatory and contractual requirements.
  • Evaluates the form and terms and provisions of surety bonds for determining compliance with statutory, regulatory and contractual requirements.
  • Provides technical information in person and by telephone to potential and existing vendors, architects, engineers, contractors, insurance company representatives and their respective agents and public offices.
  • Tracks policy expirations, implements pre-expiration notification protocols and secures timely renewals.
  • Reviews contracts, grants and other legal documents.
  • Evaluates insurance review processes, tracking and contractual requirements for clarification and process improvement. Provides input into the development and revision of policies, procedures, and rules.
  • Assists in drafting of legal documents and contracts.
  • Performs related work as assigned.

MINIMUM QUALIFICATIONS:

  • Experience in research, compliance analysis or monitoring, legal analysis, and/or auditing work.
  • Familiarity with insurance industry documentation, evidence of coverage, standard insurance forms and State licensure of insurance companies.
  • Familiarity with types of insurance policies and coverage typically used in risk management related to construction, maintenance, groundskeeping and custodial services.
  • Experience in research, compliance analysis or monitoring, legal analysis, and/or auditing work.
  • Graduation from an accredited four-year college or university with major coursework in business administration, public administration, finance, accounting, computer science, statistical analysis, mathematics, research methodology, law or a related field is generally preferred.
  • Experience and education may be substituted for one another, preferred.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the relevant federal and state rules and regulations; contract monitoring; and statistical concepts, methods, and models.
  • Skill in conducting data searches and evaluating large amounts of data; customer service; preparing concise and accurate reports and recommendations that are accurate, timely, and based on sound judgment; and the use of a computer and applicable software.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions; to maintain effective working relationships; to communicate effectively; and to supervise the work of others

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This classification functions in a standard office environment.  There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact.  The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.

Conditions of Employment:

Initial screening is based on the Education and Experience minimum qualifications defined in the job posting. Interviewee selection is based on applicant information explaining how they meet each Competency (Knowledge, Skills and Abilities) requirement. Driver’s record check will be conducted by the agency.  Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business. CDL “Drivers” must consent to TFC’s Drug and Alcohol Testing Policy against the illegal use of alcohol and drugs.

If hired, employee must provide document(s) within three (3) days of hire date that establish identity and employment eligibility.  A complete list of acceptable documents is on file with the local Texas Workforce Commission office.
