JOB SUMMARY:
Performs routine (journey-level) human resources management work. Work involves assisting in the administration of the agency’s human resources management program and ensuring compliance with state and federal laws and regulations. Serves as the Employee Engagement Specialist and is responsible for engaging agency employees through orientation, employee outreach, and recognition programs. Works under moderate supervision with minimal latitude for the use of initiative and independent judgment. This position reports to the Human Resources Director in the Human Resources Division.
ESSENTIAL FUNCTIONS:
¨ Responsible for coordinating, administering, and monitoring the agency Employee’s Assistance Program (EAP).
¨ Organizing and coordinating agency training with the EAP and outside agencies or vendors.
¨ Conducts new employee orientation for employees and ensures all mandatory training is completed.
¨ Completes I-9 and E-Verify process in the federal system for all new hire by legal documentation deadlines.
¨ Coordinating introductory agency training to new hires during New Hire Orientation.
¨ Coordinates the administrative processing of newly hired employees.
¨ Coordinates employee recognition; coordinating agency employee recognition activities, including recognition of employee state service, employee agency service, and assisting agency divisions in recognizing retiring employees.
¨ Coordinates and provides Communications/IT staff information for new hire introductions and employee outreach and recognition.
¨ Serves as the HR Liaison on employee committees that plan agency events and activities; assisting with the planning of the events and providing other assistance as needed.
¨ Updates information in human resources information systems – tracking employee compliance training, receipt of employee performance evaluations, and other employee related activities.
¨ Ensures compliance of annual or biannual training as required by agency policy or state and federal laws and regulations.
¨ Generates, organizes, and analyzes reports of human resources activities.
¨ Performs related work as assigned.
MINIMUM QUALIFICATIONS:
¨ Graduation from an accredited four-year college or university with major coursework in human resources, public or business administration or a related field.
¨ Education and experience may be substituted for one another on a year-for-year basis.
¨ Experience with Centralized Accounting and Payroll/Personnel System (CAPPS).
KNOWLEDGE, SKILLS & ABILITIES:
¨ Knowledge of human resources practices and procedures.
¨ Knowledge of the principles of human resources management.
¨ Skill in entering and retrieving data from a variety of information systems; and in editing work for accuracy.
¨ Skill in maintaining record keeping and records management systems.
¨ Skill in the use of personal computers and applicable programs, applications, and systems.
¨ Skill in the use of standard office equipment.
¨ Skill in developing and maintaining effective working relationships.
¨ Ability to explain policies and procedures to the public.
¨ Ability to protect sensitive and confidential information.
¨ Ability to handle multiple tasks.
¨ Ability to meet deadlines.
¨ Ability to communicate effectively, both orally and in writing
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.

Driver’s record check will be conducted by the agency. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business. CDL “Drivers” must consent to TFC’s Drug and Alcohol Testing Policy against the illegal use of alcohol and drugs.
If hired, employee must provide document(s) within three (3) days of hire date that establish identity and employment eligibility. A complete list of acceptable documents is on file with the local Texas Workforce Commission office.
