JOB SUMMARY:
Performs highly advanced (senior-level) contract management work for the Facilities Management and Operations Division (FMO) of the Texas Facilities Commission. Work involves coordinating, tracking, and evaluating a broad range of contracts within FMO. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS:
- Oversees status of all FMO contracts and ensures compliance with all State laws and rules as well as all TFC policies and procedures.
- Provides guidance and training to FMO contract managers regarding Contract Management requirements.
- Coordinates the risk assessment process for contract monitoring and planning.
- Develops, implements, and enforces contract administration policies and procedures.
- Supports contracts development by identifying provider resources, describing services to be rendered, evaluating information supplied by FMO contract managers and bidders.
- Assists with the development of bid evaluation instruments.
- Assists with monitoring contract performance for compliance with terms of contract and policies; recommends cancellation of contracts when deviations occur.
- Prepares contract renewals and amendments.
- Serves as a liaison between division contract managers and agency departments to ensure compliance with program, legal, HUB, and fiscal requirements.
- Identifies training needs and provides training.
- Coordinates and facilitates procurement-related meetings.
- Reviews and approves purchase requisitions and delivery releases.
- Prepares contract reports for division management and the Commission.
- Assists with resolving audit exceptions by defining causes of errors and recommending appropriate dispositions.
- Provides guidance to internal and external stakeholders regarding contract administration, policies, and procedures.
- Performs legal research on contract issues.
- Monitors legislation and prepares bill analyses on state contracting and purchasing issues.
- May assist with negotiating contract specifications.
- May assist with administering the billing process and eligibility monitoring functions for contract billings.
- May evaluates contract expenditure data and makes projections to ensure appropriate use of funds.
- Performs related work as assigned.
MINIMUM QUALIFICATIONS:
- Three (3) plus years of experience in state of Texas procurement or three (3) plus years of experience in contract development, management, evaluation, and monitoring, or three (3) plus combined years experience in the two.
- If not already certified, will be required to obtain Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) one (1) year from date of hire.
PREFERRED QUALIFICATIONS
- Graduation from an accredited four-year college or university with major coursework in business administration or a related field.
- Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD).
- Experience working in legal department.
KNOWLEDGE, SKILLS & ABILITIES:
- Extensive knowledge of state laws and statutes regarding contract management practices.
- Extensive knowledge of the state’s purchasing policies and procedures.
- Knowledge of HUB “Good Faith Effort” policy and procedures.
- Proficient skill in evaluating products, equipment, and material; analyzing and organizing technical data.
- Proficient skill in the use of personal computers and applicable programs, applications, and systems.
- Proficient skill in handling multiple tasks.
- Demonstrated ability to evaluate contracts and recommend future status.
- Demonstrated ability to read, understand, and adhere to departmental policies and procedures, and the laws controlling state purchasing operations.
- Demonstrated ability to perform cost analysis, supplier qualification, and contract negotiations.
- Ability to provide customer service.
- Ability to communicate effectively, both orally and in writing.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
