JOB SUMMARY:

Performs highly advanced and/or managerial (senior level) accounting work. Work involves preparing and/or overseeing the preparation for fiscal year-end, and annual financial reporting. Prepares financial analyses statements and reports, establishing, maintaining, and/or overseeing accounting systems, procedures, and controls. Prepares and oversees the preparation of agency accounts receivable, general ledger accounts, and agency main and supplemental payroll. Supervise the work of others and serve as backup to the Accounting Director. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

  • Oversee the processing of the monthly main payroll by the Comptroller due date and reviews and assists with the processing of supplemental payrolls. Serves as payroll backup.
  • Oversee the preparation of the quarterly and annual payroll report. Completes and submits the monthly POS reconciliation for review by the 10th day after month end.
  • Oversee the processing of storefront auctions, heavy equipment and gambling equipment and distributes sales proceeds to state agencies sweep accounts and provides transactions details.
  • Oversee and distribute all parking revenues.
  • Reviews and approves TINS.
  • Reviews and approves cash and accounts receivables.
  • Distributes state surplus sale transactions.
  • Oversees reconciliation between internal accounting system (GFAS), (CAPPS), and the Comptroller’s Uniform Statewide Accounting System (USAS),
  • Oversees and prepares data compilation for annual financial reports, which may include working with the Office of the Comptroller of Public Accounts’ Financial Reporting Section
  • Serves as security coordinator for GFAS,
  • Maintain all confidential files, review DAFR’s, prepare TORT Claims, 941, and process quarterly unemployment payments.
  • Develops methods for the control of cash receipts, deposits, and disbursements; the purchase of services, supplies, and equipment; and the documentation of claims for payment.
  • Oversees the preparation of general ledger accounting entries and reconciliation of financial transactions.

MINIMUM QUALIFICATIONS:

  • Skill in the use of a computer and applicable software.
  • Experience in accounting and financial operations. Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Experience and education may be substituted for one another.
  • Preferred minimum 3-years work experience providing support for PeopleSoft Financial modules.
  • Prefer experience working with the State of Texas Uniform Statewide Accounting System (USAS)
  • Minimum 5 years financial or accounting experience

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of financial administration to include accounting and budget processes and procedures.
  • Skill in use of automated accounting system, Microsoft office and applicable software.
  • Ability to plan, organize, interpret laws and regulations to apply accounting theory,
  • Knowledge of GAAP
  • Working knowledge of USAS and CAPPS
  • Ability to communicate effectively, both orally and in writing
  • Ability to work accurately with numerical detail.
  • Ability to interpret state and federal rules and regulations as it pertains to the position.
  • Ability to work in a dynamic environment, handling multiple tasks while meeting tight deadlines.
  • Ability to backup staff as needed for business continuity.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This classification functions in a standard office environment.  There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens and pathogens consistent with business activities and human contact.  With or without use of aids, must be able to move items up to 30 lbs, must be able to perform tasks requiring fine motor skills and coordination, must be able to sit or stand for prolonged periods, must have sufficient vision to read small print and safely drive vehicles, must have sufficient hearing and voice to participate effectively in conversation, hearings, presentations, and similar situations.

Conditions of Employment:

Driver’s record check will be conducted by the agency.  Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business. CDL “Drivers” must consent to TFC’s Drug and Alcohol Testing Policy against the illegal use of alcohol and drugs.
