JOB SUMMARY:
This position will perform highly advanced (senior level) financial analysis work as well as support to the Fiscal Department. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial problems. This position will assist with oversight and/or coordinate data compilation for reports such as Annual Financial Report and other reports required for accounting production. This may include coordination with various internal or external stakeholders. The Financial Analyst will act as a backup to provide technical support, and commitment accounting work to accounting, budget, and procurement. This position May supervise the work of others. The Financial Analyst will work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS:
- Analyzes financial data, information, and applicable business, financial, and/or plan.
- Ensures compliance with established procedures, requirements, laws, and regulations, completeness of data.
- Monitors and coordinates financial reviews, including accumulation of data, financial modeling, reporting, and monitoring of responses.
- Coordinate and prepare Annual Financial Report .and Non-Financial Report.
- Assist with SPA reconciliation.
- Processes information by auditing and verifying financial data for accuracy.
- Reviews reconciliation of treasury cash, and audits various financial accounts.
- Research technical questions regarding financial compliance with applicable state and federal statutes and regulations.
- Assists with Chartfield maintenance in CAPPS including, but not limited to configuration, editing general ledger combinations, Commitment Accounting, and assisting with budget tables and controls.
- Assists in development and delivery of training materials and job aids as it relates to accounting, budget, and procurement.
- Updates profiles of entities to ensure that information is current in CAPPS, USAS, GFAS, TINS
- Assists in the development of financial plans.
- May provide guidance to appropriate stakeholders.
- Performs related work as assigned.
MINIMUM QUALIFICATIONS:
- Preferred 5 + years’ experience in accounting and financial operations. Minimum 3 years required.
- Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred.
- Experience with Texas state government process, policies, and procedure preferred.
- Skill in the use of a computer and applicable software, and in data modeling.
- Ability to administer financial processes and systems.
- Minimum 3 years PeopleSoft Financial Modules
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of financial administration, fiscal accounting, budget, governmental accounting, policies, and procedures; laws and regulations pertaining to fiscal operations.
- Skill in use of automated accounting system, Microsoft office and applicable software
- Ability to plan, organize, interpret laws and regulations; to apply accounting theory.
- Knowledge of GAAP
- Working knowledge of USAS, and CAPPS
- Ability to communicate effectively, both orally and in writing
- Ability to work accurately with numerical detail.
- Ability to interpret state and federal rules and regulations as it pertains to the position.
- Ability to work in a dynamic environment, handling multiple tasks while meeting tight deadlines.
- Ability to backup staff as needed for business continuity.
Physical Requirements and/or Working Conditions:
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
