Job Description: Under the supervision of the Office of Data Analytics and Performance (DAP) Data Quality & Dissemination Director, the Research Specialist (RS) V analyzes health and human services (HHS) data related to key health and human services issues and prepares results for dissemination to appropriate entities. Performs advanced (senior-level) research work. Initiates, plans, coordinates, and participates in research and
special projects related to HHS issues. Evaluates cost trends analyses of HHS benefits as well as analyzes trends related to the changing structure and utilization of client services with an emphasis on data quality. Collaborates with, and receives feedback from, other DAP teams, Information Resources Management, Health Development & Independence Services, Financial Services, Medicaid/CHIP Operations Oversight, Policy Development, Managed Care Operations and others with ongoing projects. Conducts research in support of HHS data and policy development. Prepares a variety of reports, studies, and other deliverables containing analyses of health and human services data, and other relevant data to HHS administration and policy analysts to enhance understanding of HHS agencies’ programs and issues. Develops and implements procedures to improve the quality of HHS data; assesses validity of statistical methods and/or procedures for appropriate application; applies advanced statistical methods to HHS related data. Writes advanced scripts and code for computer based statistics applications. Works under minimal direction with extensive latitude for the use of initiative and independent judgment.
Initial Selection Criteria: A minimum of four years college level education or graduation from an accredited college or university in social and behavioral sciences, natural sciences, or related field. Master’s degree or higher preferred. Experience analyzing data using computer software package applications including, but not limited to, SPSS, SAS or SQL. Four or more years work experience with collection, analyses, and/or dissemination of health and/or human services data. Each additional year of work experience may be substituted for a year of college level education, up to 4 years.
