Position Description

Position serves as the lead worker which oversees, coordinates and performs various accounting and grant related activities, including but not limited to federal reimbursements for various federal entities and federal audits of federally-funded transportation programs in the Financial Management Division. Leads a group of finance employees, provides the agency with grants guidance and sets the schedule and deadlines for reimbursements, audits and other important tasks. Reports directly to the Federal Billing & Project Funding Manager. Implements, coordinates, and ensures compliance with laws, regulations, polices, and procedures pertaining to federal programs. Work requires contact with governmental officials, divisions, districts and private entities and auditors at various management levels. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  •  Serve as team lead and subject matter expert for the Federal Billings & Audits team. Represents the branch in meetings, workgroups and provides assistance/guidance to districts, divisions and statewide program offices.
  • Oversee, prepare, and ensure accurate & timely billings of federal reimbursements from various federal entities including but not limited to Federal Highway Administration (FHWA), Federal Aviation Administration (FAA), Federal Transit Administration (FTA) and National Highway Traffic Safety Administration (NHTSA).
  •  Administer internal and external audits of federal programs and financial reports throughout the fiscal year.  Ensure accuracy and timely completion of all audit activities, including coordination of meetings, data/documentation inquiries and addressing questions regarding data, processes and/or procedures.  Evaluate, improve, and develop internal controls to mitigate risk of non-compliance.
  • Oversee complex accounting activities such as the processing of summary journal vouchers for funding & expenditures adjustments, analyzing/reconciling federal receivables quarterly, performing CMIA (Cash Management Improvement Act) activities which entails a comprehensive analysis of historical expense and billing related data and its associated required interest calculations, and coordinating of year end requests and activities to support key stakeholder and preparation of annual financial reports.
  • Research and prepare responses to federal billing & audit inquiries, notifications, legislation, and ad-hoc requests in a timely, clear, and concise manner. Coordinates responses with TxDOT district/division offices, MPOs, federal and local entities, as needed.
  • Evaluate, update, and develop Federal Billing & Audit procedures, at least annually, to ensure staff, district & division offices are in compliance with laws, regulations, policies, procedures, and standards pertaining to federal-aid transportation programs.
  • Create, consolidate, and maintain Federal Billings & Audits training material and procedural documents; provide training for new employees & refresher trainings for existing members. Develop, present, and distribute federal training to the Finance department, Districts and Divisions offices, as needed.
  • Accurately and within established deadlines, completes other duties as assigned. 

Minimum Qualifications:

Education: Bachelor’s Degree in Accounting or Business-related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years accounting, bookkeeping, payroll, auditing experience. (Experience can be satisfied by fulltime or prorated part-time equivalent). Advanced knowledge of Federal grant and project costing and reimbursements is highly preferred.
