TxDOT is looking for a Financial Reports Accountant III or IV who has experience operating in a governmental accounting environment with the associated reporting deadlines. The ideal candidate is an effective communicator, has a strong understanding of accounting systems, processes and best practices.  As a Financial Reports Accountant, you will be a vital part of our team, helping to ensure accurate and transparent financial reporting that supports informed decision-making.

Position Description

Performs professional level accounting work to include preparing the annual financial reports and implementing/testing of accounting systems. Enters accounting data into financial systems. Reconciles various accounts and ensures reliability and accuracy of Department’s accounting data. Work requires contact with governmental agencies and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Prepares the annual TxDOT Schedule of Expenditures of Federal Awards (SEFA).
  • Prepares the Monthly Highway Magazine Financial Statement and the Monthly Rail Safety Report.
  • Reports to the Financial Reporting Manager and is responsible for preparing journal entries and account reconciliations, assisting in financial analysis and supporting financial statement preparations for key stakeholders.
  • Prepares and reviews portions of the department’s audited Annual Comprehensive Financial Report.
  • Prepares the department’s three stand-alone audited financial reports.
  • Works cross-functionally with other groups to foresee potential accounting issues and recommend practical solutions associated with contemplated transactions.
  • Coordinates data collection for annual financial audit.
  • Works with audit staff to document TxDOT business processes and responds to follow up questions.
  • Analyzes new and proposed accounting standards and determines the impact on TxDOT and implement new accounting standards, as required.
  • Develops or produces complex reports for monitoring and reporting agency financial information.
  • Analyzes and recommends improvements, adaptations, or revisions to business processes to increase efficiency.
  • Trains and assists less experienced financial reports accountants with their job duties.
  • Works on special projects as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in Accounting, Finance, or Finance-related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Financial Reports Acct III – 3 years accounting related work. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Financial Reports Acct IV – 4 years accounting related work. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver’s license.

Competencies:

  • Highly effective communication skills (verbal and written)
  • Extensive knowledge of GAAP (General Accepted Accounting Principles) as well as ability to clearly and concisely document and effectively communicate complex accounting and reporting issues to finance and non-finance personnel
  • Strong analytical and problem-solving skills
  • Knowledge of fund accounting principles and procedures
  • Expert skill in using Microsoft Office including (Word, Excel, Outlook, PowerPoint, Teams) and proficient skill in using SharePoint, Tableau or related data analytical platforms
  • Ability to work in a fast-paced environment, prioritize appropriately and handle multiple tasks simultaneously
  • Excellent attention to details

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
