THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.
We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.
The Texas Higher Education Coordinating Board (THECB) is seeking a talented, self-motivated, and enthusiastic individual to support the accounting and financial reporting functions at the agency. The Accountant VI position will focus primarily on bond related projects in a lead capacity, building financial statements, analyzing complex financial data, and performing advanced general ledger accounting work. The ideal candidate will be a team player with a results-driven focus, who can demonstrate how their skills and competencies can add value to a department that operates in a dynamic and fast-paced environment.
General Description:
• Prepares complex general ledger accounting entries in both internal and external accounting systems, which involve budgets, encumbrances, real and nominal accounts, and accruals.
• Maintains the agency’s general ledger, including data integrity reports and account reconciliations between internal and external accounting systems.
• Participates in the monthly and year-end closing processes.
• Prepares financial statements, schedules, exhibits, and note disclosures for both internal and external annual financial reports.
• Maintains the agency’s bond portfolio, which includes maintaining bond contracts/invoices, as well as performing duties related to bond accounting and reporting.
• Prepares all debt-related financial reporting for the Annual Financial Report and stand-alone financials.
• Verifies and arranges payments for debt-related expenses including debt service and vendor payments.
• Prepares monthly, quarterly, and ad-hoc financial reports.
• Classifies, codes, prepares, and balances financial accounting documents and records.
• Compiles, reviews, analyzes, and evaluates financial data.
• Reviews compliance with tax codes, bond statutes, and bond covenants.
• Oversees the investment of loan and debt service funds in accordance with THECB policies.
• Files continuing disclosure reports with the Municipal Securities Rulemaking Board.
• Provides portfolio data and coordinates with the agency’s rebate arbitrage consultant to ensure compliance with federal arbitrage rebate requirements.
• Maintains knowledge of the State of Texas General Appropriations Act and other statutes/policies and procedures affecting the agency’s budget.
• Monitors economic and regulatory conditions that will impact the agency’s bond portfolio.
• May assist in responding to inquiries for information from the Legislative Budget Board, Comptroller’s Office, and various other governmental entities regarding methods of finance, appropriation expenditures, etc.
• Assists in the draw down, reconciliation, and reporting of federal funds.
• Performs related work as assigned.
Knowledge, Skills, and Abilities:
• Knowledge of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP).
• Knowledge of financial analysis.
• Skill in the use of a personal computer with an advanced level of proficiency in Microsoft Excel.
• Skill in the use of automated financial reporting and accounting systems.
• Ability to perform intermediate to advanced level financial analysis work.
• Ability to perform advanced and/or senior level general ledger accounting and financial reporting work.
• Ability to devise solutions to complex problems.
• Ability to plan, organize, effectively manage, and complete multiple priorities concurrently, and to keep management abreast of issues.
• Ability to work effectively with limited supervision.
• Ability to communicate effectively both orally and in writing.

Qualifications
• Five years of full-time experience of increasingly responsible professional-level work in all of the following: financial analysis, accounting, and reporting of complex financial data.
• Two years of full-time work experience may be substituted if applicant has an active Certified Public Accountant (CPA) license that is recognized in the state of Texas or a Master’s degree in professional accounting, finance, or business.
Preferred:
• Master’s degree in accounting, finance, or business.
• Active CPA license that is recognized in the state of Texas.
• Knowledge of state and federal laws and market regulations related to municipal debt instruments.
• Knowledge of municipal debt issuance and management.
• Proficiency in preparing municipal bond exhibits and schedules for governmental annual financial statements.
• Bond accounting experience.
• Experience in Texas State Government accounting, including extensive experience with Uniform Statewide Accounting System (USAS), and Centralized Accounting and Payroll/Personnel System (CAPPS).
• Experience preparing the Comptroller’s Annual Financial Report (AFR) and externally audited, stand-alone annual financial statements at the fund and government-wide levels.
