JOB SUMMARY:
Who is TFC: The Texas Facilities Commission (TFC) builds, supports, maintains, and manages over 28 million square feet of state-owned and leased facilities that house over 62,000 state employees in over 100 state agencies, all working in the service of the citizens of Texas.
The Opportunity: The Fiscal Division is seeking a Budget Director. The position reports to the Chief Financial Officer and has direct oversight over the Budget and Finance Division, which includes supervising the Budget Analyst Team and Construction Accounting Team. This position is responsible for providing leadership and guidance for preparing required state and agency budgetary reports in compliance with state and federal (federal surplus program) statutes. The Budget Director will also provide leadership, innovation and strategic planning support related to all budgetary operations of the agency. This position performs advanced managerial work and works under minimal supervision with extensive latitude for initiative and independent judgement.

ESSENTIAL FUNCTIONS:
Provides oversight, direction, and day-to-day management to division staff; this includes strategic planning, establishing performance goals and evaluation tools, recruiting and mentoring employees.
Oversees budget preparation activities including analysis, appropriation control, and financial projection; this includes identifying budget variances or problems and implementing/recommending solutions to leadership.
Performs budget analysis and forecasting as well as collaboration with agency’s leadership team to develop the Legislative Appropriation Request (LAR), Operating Budget, and fiscal note process for the legislative session.
Provides direct support to the agency’s leadership team, including preparing and presenting reports and providing clear guidance and advice about complex processes, and ensures agency stakeholders have the knowledge to manage their budgets.
Develops, implements, and identifies opportunities to improve budget-related policies, procedures and processes, ensuring that the agency complies with applicable state statutes, policies, procedures, rules, and regulations (LAR, Comptroller Fiscal Policies and Procedures).
MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university. At least four years of progressively responsible experience in governmental financial management, governmental budget development, or governmental accounting. Two years in a supervisory or management capacity is preferred
Working experience with financial-related software preferred.
KNOWLEDGE, SKILLS & ABILITIES:
Effective management and supervisory practices.
Understanding of cost allocation and cost recovery methodologies and application of these methodologies.
Skill in thorough attention to detail with an ability to produce high quality work in a dynamic environment, maintaining required supporting documentation and responding accurately and quickly to requests for information from agency staff, legislative staff, and other stakeholders.
Skill in identifying opportunities to improve practices and processes based on stakeholder input and quantitative data and implementing improvements that are compliant with applicable state statutes, policies, procedures, rules, and regulations.
Skill in providing direct support to the agency’s executive management team, including preparing and presenting reports, providing clear guidance and advice about complex processes, and ensuring that team members have the necessary tools and understanding to manage their budgets appropriately.
Working knowledge of State of Texas appropriation process such as LAR, Strategic Plan, performance measures, fiscal notes, and External and Internal Operating Budget and relevant state laws and fiscal policies.
Knowledge of governmental finance administration, budget and accounting practices; state or federal laws and regulations relevant to public funds and governmental finance.
Ability to independently monitor workflow progress and productivity against strict timelines.
Ability to lead, mentor and develop staff.
Effective oral and written communication skills.
Registration, Certification or Licensure:
- Valid State of Texas Class “C” driver’s license.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
