Temporary Position through December 31, 2026

SUMMARY
Performs highly complex (senior level) grant development, coordination, and administration work. Serves as the program administrator for the Office of Statewide Digital Opportunity (OSDO) competitive grant programs and other agency grants as appropriate. Includes program design and management, contract management, providing training and consulting to grantees, advising agency staff, working with vendors, program evaluation, and maintaining a statewide presence for the programs. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS
Directs administrative functions for the OSDO grant programs.
Provides consulting services about the OSDO grant programs.
Provides training for OSDO grant programs.
Prepares required reports for OSDO grant programs.
Evaluates and promotes the OSDO grant programs.
Attends work regularly in accordance with agency leave and attendance policies.
Complies with all applicable agency policies and procedures, including safety and standards of conduct.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS
Graduation from an accredited four-year college or university with major coursework in public administration, business administration, or a related field.
Two years’ experience in the administration, development, coordination, and monitoring of grants.
Experience in negotiating creative solutions and resolving differences among groups, such as with local librarians, project staff, library board members, and local government officials.
Experience in managing and evaluating programs.
Experience with Microsoft Excel, Word, or similar software to process complex documents and spreadsheets.
Experience in planning meetings and planning/conducting workshops or other training.
Ability to interpret and explain statutes, administrative rules, and grant guidelines.
Ability to synthesize raw data to formulate conclusions and write analytical reports.
Ability to speak before groups, to conduct training, and plan meetings.

PREFERRED QUALIFICATIONS
Master’s degree in library or information science.
Experience or formal education in strategic planning, systems analysis, policy development, statistics, program evaluation, grant writing, project management, and designing web-based documents.
Experience with Microsoft Dynamics or other customer relationship management (CRM) applications.
Work experience with broadband infrastructure, technology, and networking.
Work experience in multiple aspects of library service, such as public service and technical services.

OTHER REQUIREMENTS
Submit complete college transcripts.
Submit portfolio of writing samples, reports, or training materials.
Travel by airplane and personal auto required; estimate 5-10% of time.

None; reports to Manager, Grants and Accreditation.
