TxDOT’s Financial Management Division is seeking Accounting Specialists to join the Accounts Payable Branch. The ideal candidate has an accounts payable background, tech savvy and possesses the ability to timely and accurately process invoice payments of a multibillion-dollar agency.

Minimum Salary: 55,000.00

Maximum Salary: 65,000.00

Position Description

Performs various Accounts Payable related activities including auditing, researching, and processing Invoices; preparing reports and responding to inquiries. Interpreting, reviewing, and implementing state and federal statutes, legislation, laws and/or policies. Employees at this level establish their own work plan and priorities to meet set objectives.

Essential Duties:

  • Communicates Department payments policies and procedures to district or division personnel and/or provides training.
  • Coordinates with the Comptroller’s office to reconcile accounting discrepancy.
  • Examines accounting source documents for accuracy, completeness and compliance with departmental and state rules, regulations, and agreements.
  • Functions as liaison between employees and banking institutions, insurance companies or other entities on accounting issues.
  • Investigates and corrects complex Accounts Payable accounting discrepancies that affect the General Ledger.
  • Performs final audit activities for the Department.
  • Performs special projects.
  • Researches and provides responsive information for both Internal and External Auditors.
  • Coordinates with the Project Ledgers and Federal Billing Section to ensure accurate FHWA coding on Site-Manager payments.
  • Prepares written correspondence and reports; maintains files, logs, activity books, tables, coding manuals or automated databases associated with accounting processes and activities.
  • Processes or audits various departmental vouchers, invoices or deposits for purchases or contracted services; prepares vouchers authorizing payments and processes for distribution.
  • Reviews construction lettings and detailed costs of all items to calculate the amount of federal aid to request for each project.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in Accounting or Business-related discipline.

Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 4 years accounting, bookkeeping, payroll, auditing experience. (Experience can be satisfied by fulltime or prorated part time equivalent).

Competencies:

  • Applicable computer operating systems and relevant applications
  • Construction and Maintenance Site-Manager payment procedures preferred
  • Claims Committee Payment Process, Debt Service Payments and Legal Settlements Process knowledge preferred
  • Auditing and investigative methods, practices and procedures
  • Generally accepted accounting principles, procedures and terminology
  • Bookkeeping practices and procedures
  • Applicable laws, rules and regulations
  • Accounts Payable procedures principles
  • Purchasing methods and procedures
  • Researching, analyzing and interpreting policies and state and federal laws and regulations
  • The responsibilities associated with administrative practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management.
  • Public relations for maintaining effective working relationships with individuals and groups
  • Analyzing and organizing business and technical data
  • The use of standard office equipment
  • Preparing and maintaining records, files and reports
  • Interpreting applicable information
  • Training in a classroom and field environment
  • The use of personal computers and applicable programs, applications and systems
  • Communicate effectively
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tool
  • Standing: prolonged periods of time
  • Repetitive Motion: substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity: work includes data/figures; view a computer screen, extensive reading
