DIVISION – AGENCY/OPERATIONS/FINANCIAL RESOURCES

POSITION TYPE – This is a hybrid position and is eligible for telecommuting up to four (4) days a week.

​​​​​​​​​​​​​​The Agency Operations division is the administrative backbone to the PUC and has several departments within the division that play an integral role to the everyday operations of the agency.

Financial Resources is a critical backbone for the Commission and one of the many facets of the Commission’s Agency Operations Division. Tasked with a plethora of assignments, much of Financial Resources’ work goes on behind the scenes. The invaluable staff of the Financial Resources department care for all of their activities, making sure the PUC remains in compliance with Texas state laws, Texas Comptroller requirements and Legislative requirements.

Financial Resources is seeking a Special Projects Coordinator with a strong initiative who has a desire to work in the utility regulatory industry and would like to expand their knowledge, skills and experience performing highly complex to highly advanced (senior-level) consultative services and technical assistance work within the Financial Resources Division, which includes contract oversight, fund management, budget, accounting, payroll, travel, and purchasing. Work involves planning, developing, coordinating, and implementing Financial Resources programs and projects, and providing consultative services and technical assistance to staff within and outside of the Financial Resources Division.  May train, lead, assign, or prioritize the work of others.

The ideal candidate will have the following required minimum qualifications: Amended on October 19, 2023

Program Specialist VI

  • Graduation from an accredited college or university with a bachelor or post-graduate degree in business administration, accounting, public administration, or related field and a minimum of four (4) years of full-time work experience in a state agency position related to budget, accounting, contract management or oversight, or purchasing.
  • Additional relevant experience may substitute for education on a year-for-year basis.
  • Certification as a Certified Texas Contract Developer (CTCD) within one (1) year of employment.
  • Certification as a Certified Texas Contract Manager (CTCM) within one (1) year of employment.

Program Specialist VII

  • Graduation from an accredited college or university with a bachelor or post-graduate degree in business administration, accounting, public administration, or related field and a minimum of six (6) years of full-time work experience in a state agency position related to budget, accounting, contract management or oversight, or purchasing.
  • Additional relevant experience may substitute for education on a year-for-year basis.
  • Certification as a Certified Texas Contract Developer (CTCD) within one (1) year of employment.
  • Certification as a Certified Texas Contract Manager (CTCM) within one (1) year of employment.

Preferred Qualifications:

  • Experience using the Texas Comptroller of Public Accounts’ Uniform Statewide Accounting System (USAS)
  • Experience using the Texas Comptroller of Public Accounts’ Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Certification as a Certified Texas Contract Developer (CTCD)
  • Certification as a Certified Texas Contract Manager (CTCM)
