JOB SUMMARY:
This position will perform highly complex computer programming work. Work involves developing and maintaining applications and interfaces between 3rd party applications and between internal and 3rd party applications; Maintaining and developing solutions to enable information sharing and management between business groups and disparate processes and systems; Development and maintenance of various database systems; Ensure the coordination and integration of systems design in accordance with IT policies, procedures and operations; and developing processes for migrating data from legacy systems to new ones.
Standardizing and cleaning data, building prediction models, outcomes, and develop metrics for analytic reporting. Works with variety of tools- Power BI, tableau or Qlik to extract data and develop logic, reports and analyze data sets.
ESSENTIAL FUNCTIONS:
- Collects, aggregates, and analyzes data from multiple internal and external sources and utilizes business intelligence tools to create reports and dashboards, and produces actionable reports
- Develop, implement and validate new predictive models, conduct QA of models’ outcomes and monitor performance regularly.
- Uses analytics and metrics to improve processes and provide data-driven forecasts of potential costs, risks, and profits of new business initiatives.
- Serves as a technical lead for compiling, cleaning, manipulating, and analyzing data related to department projects. Diagnoses and responds to data integrity and functional or interactive issues in existing and future dashboards quickly and effectively.
- Formulates validation strategies and methods to ensure accurate and reliable data.
- Adheres to internal controls and reporting structure.

MINIMUM QUALIFICATIONS:
- 2 years applications development experience, OR graduation from an accredited four-year college or university with major course work in computer science, computer information systems, or related field.
- Some experience in IT computer systems performing database development and maintenance.
- Education and experience may be substituted for one another on a year-for-year basis.
PREFERRED QUALIFICATONS:
- Strong proficiency with ETL (Extract, Transform, Load) processes, including complex data pipelines and workflows.
- Demonstrated experience with Microsoft Power Bl, Power Query, data modeling, visualization, and dashboard development.
- Knowledge of data warehousing principles and data modeling, star schema and dimensional data models.
- Experience with cloud services (especially Microsoft Azure) in a data engineering or business analytics context.
- Experience with Microsoft SQL Server 2018 or newer and writing T-SQL
- Experience with SSIS.
- Understanding of user experience, user centered design and responsive web design.
- Experience working with ColdFusion.
- Experience reading and writing flat files.
- Knowledge of Python, .Net, PHP or any other programming languages.
- Experience with Git and/or Gitlab specifically is a plus.
- Familiarity with Tableau, and/or Power Automate.
Registration, Certification or Licensure:
- Coursework in AI/ ML.
KNOWLEDGE, SKILLS & ABILITIES:
- Experience in implementing operational automation using scripts.
- Proficiency with at least one programming language required.
- Knowledge of the principles, practices, and techniques of computer databases, programming, and systems design.
- Knowledge of data integration, interface, and batch processing system designs
- Knowledge of computer database application systems; data processing flowcharting techniques; database structures and theories; current database technologies.
- Knowledge of data analysis, evaluation, and testing techniques and protocols.
- Skill in computer programming, and in modifying and developing software for applications.
- Skill in complex problem solving and critical thinking.
- Ability to process information logically; design programs and systems logic; prepare program specifications; code, test, and debug computer programs; interpret technical information related to computer programming and other areas of data processing.
- Ability to plan, organize, and coordinate work assignments to meet deadlines.
- Ability to work independently and manage multiple task assignments.
- Ability to communicate effectively, both orally and in writing.
- Demonstrated ability to maintain effective working relationships within and outside the agency.
- Demonstrated ability to identify problems, evaluate alternatives, and implement effective solutions.
