Job Description:
Under the direction of the Director of Information Technology Business Operations (ITBO), the Director of Information Technology (IT) Federal/State Coordination performs advanced (senior level) managerial work providing direction and guidance in strategic operations and planning of federal and state related coordination activities. Work involves providing direction and guidance in strategic IT projects, operational components, planning and initiating activities, and implementing related innovations and continuous improvement opportunities to increase understanding and efficiencies. Selected candidate will play a key role in administering processes and systems; reviewing, analyzing, and evaluating project data; preparing and/or coordinating reports, making presentations, and responding to inquiries; interpreting and operationalizing policies and procedures in response to legislative direction; recommending and implementing appropriate action to resolve problems; and ensuring accurate data is gathered, incorporated and reported. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
 

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Manages daily activities of staff performing IT audit coordination, legislative / federal funding reports and requests, and legislative state reporting of major IT projects. Management includes providing assessments of staff and addressing personnel matters, including hiring and development of skilled personnel; training of staff and IT personal; performance management and pay reviews for direct reports; project strategy planning; handling the budget for the functions within position responsibility; and aiding in the resolution of items needing attention. Develops employee skills and build staff expertise through technical guidance, performance reviews, mentoring, succession planning, and application of other leadership principles. (25%)

Oversees all IT internal and external audit activity, reporting and remediation, ensuring IT is responsive to all requests and reports on completion status for all remediation activities monthly and quarterly. Validates that the implementation of corrective actions addresses audit findings. Directs the improvement of audit readiness by conducting pre-audit process reviews and strategizing on long-term fixes such as changes to standards and policies. Oversees the management to completion of all IT open records requests, ensuring all statutory requirements are met by the IT division. Responds to requests for information received from other areas of the HHS system, other state agencies, and federal partners and ensures responses have been reviewed and vetted as appropriate. (20%)

Directs the development of federal funding requests, Advanced Planning Documents (APD), and the budgets for qualifying projects. Coordinates the tracking, update and submission of APDs for the maximum federal funding match available for all eligible projects. Oversees the submission of project procurement documentation as required to the Quality Assurance Team and/or federal partners to maintain compliance and obtain approval for purchases made in connection with certain identified projects. (20%)

Oversees the coordination of project document development efforts, strategizes on best solutions, implements federal and state reporting requirements, and coordinates the agency’s major IT projects including requirements gathering, scope definition, risk identification, financial planning and milestone planning. (15%)

Develops IT internal policies, processes and procedures for the management of federal/state area responsibilities. The position establishes, with IT leadership, measurable performance metrics, provides assistance to IT staff, and provides key information to internal and external stakeholders. Represents the agency at state and federal executive business meetings, hearings, conferences, seminars and serves on panels and committees as needed. May direct the preparation, development, review and revision of legislation and participate in establishing the agency’s position regarding legislative impact. (15%)

– Knowledge of state and federal rules and regulations and how they apply to the IT environment.

Initial Selection Criteria:
– Graduation from a college or university with major course work in business or public administration. Experience and education may be substituted on a year for year basis.
– Minimum of two (2) years’ experience managing or leading a team.
– Minimum of two (2) years’ experience in legislative activities, federal/state reporting and/or auditing.
– Experience in the use of Microsoft Excel preferred
– Prefer experience with federal funding requests, Biennial Operating Plans, and QAT MIRP project framework processes.

 

Additional Information:
Overtime and work on weekends required occasionally to manage workload.

This position can telework 80% from any location in Texas consistent with HHS telework policies. Applicants from outside Texas must be willing to relocate within 30 days of hire.
