Position Description
Manages the Federal Billing and Project Funding branch of the Financial Management Division. Primary branch activities include overseeing project funding setups, processing federal/local reimbursement billings, daily maintenance of project funding records to ensure accuracy of federal/local receivables, project closeouts with Federal Highway Administration (FHWA) applications and PeopleSoft ERP. Manages, oversees and assists the Financial Management Division with Federal Single audits, Federal Improper Payment audits, FHWA Quarterly audits and other federal and state reviews. Supervises a medium to large group of professionals, technical and clerical personnel. Routinely handles highly complex accounting-related projects related to project awards, accounting, aging of receivables and reimbursement processing. Oversees and initiates accounting system processes and improvements to meet federal and state requirements. Manages the Oracle PeopleSoft Project Costing module to ensure data integrity, timely and accurate processing of source and allocation transactions. Work requires contact with internal stakeholders, governmental agencies and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Oversees Processing of FHWA Reimbursement and all other Federal Billings.
- Manages the FIN Federal Single Audit, FHWA Quarterly audits and other Federal and State audits and reviews of grants, reimbursements and billable costs.
- Coordinate the Work Effort regarding TxDOT Connect with applicable ITD and TxDOT teams for issues involving Project Costing, resolution of PeopleSoft pre-conversion and other system flow/data integration/data validation issues with Site Manager, FMIS, FAFOS, etc.
- Manage the Project Costing module of Peoplesoft, ensuring timely and accurate processing of transactions and allocations.
- Hire, manage and train employees, as well as provide innovative retention solutions to minimize turnover.
- Develop and cultivate relationships with other FIN managers, to promote consistency in practices, alignment of shared initiatives and resources and data validation.
- Evaluate, develop and update policies and procedures at least annually.
- Identify, research and correct problems to yield timely and effective results.
- Manage relationship with FIN-Letting and Federal Funding Branch on daily processes, shared initiatives and alignment in project creation and closeout.
- Manage the project creation, reporting and close-out processes, ensuring timely, accurate and completeness in allocations and reporting.
- Manage accounting and reporting of Statewide/Local Receivables (DD and Districts) and other 3rd party amounts due to TxDOT.
- Sets priorities for effective and efficient operation and consistently meets deadlines. Reviews current operations and initiates improvements. Leads by example in time management, maintaining confidential/sensitive information, work ethic and professional conduct.
- Oversees projects setups of monthly highway letting construction projects and the associated analysis and reconciliation of contract bid items required to calculate and properly assign obligation amounts to all applicable funding sources for each letting project.
- Represents the Department and advises, provides technical assistance, and consults with internal/external auditors, departmental personnel, state and federal agencies, contractors, banking institutions, law firms and others.
- Trains personnel on automated accounting systems and accounting practices, procedures and policy changes.
- Develop and maintain new and/or existing key performance indicators for individual employees, as well as the branch.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor’s Degree in Finance, Business or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Undergraduate and/or advanced degrees are highly preferred.
Experience: 4 years of experience in accounting, bookkeeping, employee payments experience. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
- Must have 1 year of experience in supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
