Position Description
Performs funding analysis, scheduling of projects, and financial reporting of TxDOT construction projects. Oversees project funding to include review of district/division budgets, state/federal funding requirements, and authorization by TxDOT and the Federal Highway Administration. Work involves assisting district/division offices in administering project programming, evaluating project funding data, preparing reports, and responding to inquiries. Interpreting, reviewing, and implementing state and federal statutes, legislation, laws and/or policies. Employees at this level establish their own work plan and priorities to meet set objectives. The successful candidate is expected to work to resolve issues independently prior to referring to the supervisor.
Essential Duties:

- Assist with development and monitoring the 24-month letting schedule, fiscal constraint, and letting/funding processes in accordance with the statewide plan as authorized in the Unified Transportation Program (UTP).
- Coordinates project scheduling, programming, and funding review/approval for assigned district(s) within TXDOTCONNECT and the Department’s Category Analysis.
- Monitors financial constraint of assigned district(s) construction funding allocations, as established annually by the Chief Financial Officer in accordance with the agency’s Cash Forecast.
- Prepares Federal Project Authorization and Agreements (FPAA) and reviews Advance Funding Agreement (AFAs).
- Confirms/validates funding eligibility and assists assigned districts with federal funding questions.
- Assists with the advertisement of construction and maintenance projects in the centralized advertisement program, in accordance with state and federal requirements.
- Ensures compliance with federal and state laws, regulations, policies and procedures, and standards pertaining to programs.
- Assists in the development and generation of Tableau and other financial/project-based reports
- Prepares and distributes existing letting, project funding, federal/state funds management reports.
- Assists the team to ensure data integrity, accuracy/consistency of internal and external reports.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor’s Degree in Finance, Accounting, Business or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Undergraduate and/or advanced degree are highly preferred.
Experience: 2 years experience in funding administration, planning, budgeting or working with state or federal funding. (Experience can be satisfied by fulltime or prorated part time equivalent).
