Position Description

Performs advanced oversight of financial and business services management for the Financial Management Division; policy development and interpretation; forecasting and budget analysis; legislative analysis, contract management, IT project management, and delivery, staffing resource allocation, purchasing, equipment, division safety, complex data and business analysis. Establishes policies and procedures, provides advice/consultation to the Deputy Division Director and ensure compliance with professional development requirements. Coordinates with Human Resources, Information Technology and internal Financial Management staff to resolve issues integral to the organizations functional responsibilities. Provides direction and management for the development of 5 and 10 year IT project plans to ensure FIN remains in compliance with all applicable industry standards for transaction analysis and processing. Work requires contact with consultants, governmental, and transportation officials at the local, state, federal levels and private entities. Reports directly to the Director of Accounting Management. Supervises a group of professional and technical employees. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

    • Consults with human resources, information technology and accounting divisional staff to resolve issues and to ensure responsiveness to the organizations functional responsibilities and meet the needs of the divisions and offices.

    • Coordinates and supports personnel hiring and development. Oversees and coordinates required training.

    • Directs and oversees the planning, coordination, development and implementation of budgets; monitors operating budgets and provides reports, analysis and financial advice to division and office directors and their staff.

    • Oversees Division/District purchasing and warehousing operations to meet operational and project delivery goals and objectives.

    • Recommends, reviews and analyzes processes for improvement and efficiency based on sound business practices, value added and operational delivery enhancement.

    • Coordinates staff development activities with human resources and district/division management to help staff develop and learn the required skills/competencies necessary to grow in their position and advance their careers.

    • Oversees record support functions in the areas of records management, central files, records disposition, correspondence and open records requests.

    • Serves as a member of the district/division staff and leadership team, represents staff at executive meetings, public events and participates in broad decision-making and policy setting initiatives.

    • Supervises a group of professional and clerical employees and oversees administrative services and management of business support functions and special projects ensuring all functions are conducted in accordance with policy.

    • Coordinates professional development training programs for licensed certified public accountants and required Federal grants guidance in support of 2 CFR 200 Federal Uniform Guidance.

    • Directly manage the fiscal year-end close process for FIN and FIN-owned TxDOT applications such as PeopleSoft, as well as related activities performed by other TxDOT staff in support of this initiative.

    • Oversees a group of technical staff to support various FIN owned SaaS applications such as OneStream, Lease Controller, FAFOS, Oracle Cashiering System, CARS, etc.

    • Manage the delivery of FIN developed and maintained Tableau reports to be utilized by the Financial Management Division, as well as other TxDOT staff.

    • Develop and implement 5 and 10 year FIN IT project plans and manage ongoing needs and requests.

    • Works directly with the ITD FIN Program Manager to oversee the program delivery of FIN IT projects and implementations.

    • Directs the planning, development, procurement, and contract award of FIN contracts.

    • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in Business, Public Admin, Finance, Computer Science/Technology or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Undergraduate or advanced degree highly preferred.

Experience:

    • 4 years transportation-related business or support operations such as IT project management and implementations, budget allocation, contract administration or business analysis. (Experience can be satisfied by fulltime or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

    • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

    • Analyzing projects and tasks, prioritizing, setting goals and meeting deadlines

    • Preparing and maintaining confidential and sensitive records, files and reports
