Position Description

Position serves as lead worker which oversees, coordinates and performs various accounting related activities, including but not limited to managing the accounts receivable from various state and local entities in relation to TxDOT construction projects, serving as the point person with internal and external audits and IT project implementations in the Financial Management Division. Leads a group of professional employees, provides the guidance and sets the proper deadlines for project agreements, billings, audits and other important tasks. Reports directly to the Federal Billing & Project Funding Manager. Implements, coordinates, and ensures compliance with laws, regulations, polices, and procedures pertaining to federal, state and local programs. Work requires contact with governmental officials, divisions, districts and private entities and auditors at various management levels. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Serve as team lead and subject matter expert for the Statewide and Local Receivables Team. Represents the branch in meetings, workgroups and provides assistance/guidance to districts, divisions and statewide program offices.
  • Oversee and ensure timely and accurate project-related revenues, expenditures, funding allocations and other transactions resulting from the execution of TxDOT Advanced Funding Agreements with the State and Local entities (cities, counties, etc. ), as well as third parties.
  • Examines accounting and source documents for accuracy, completeness and compliance with departmental and state rules, regulations and agreements.
  • Investigates and reconciles complex accounting discrepancies.
  • Administer internal and external audits of statewide and local receivable balances, project reconciliations and financial reports, etc. throughout the fiscal year and end of year reconciliation.
  • Ensure accuracy and timely completion of all audit activities, including coordination of meetings, data/documentation inquiries and addressing questions regarding data, processes and/or procedures. Evaluate, improve, and develop internal controls to mitigate risk of non-compliance.
  • Oversee complex accounting activities such as the processing of summary journal vouchers for funding & expenditures adjustments, analyzing/reconciling local receivables quarterly, and coordinating of year end requests and activities to support key stakeholder and preparation of annual financial reports.
  • Research and prepare responses to local receivable inquiries, notifications, legislation, and ad-hoc requests in a timely, clear, and concise manner. Coordinates responses with the Financial Management Division, auditors, TxDOT district/division offices, state and local entities, as needed.
  • Evaluate, update, and develop Local Receivables procedure documents, at least annually, to ensure staff, district & division offices are in compliance with laws, regulations, policies, procedures, and standards pertaining to projects.

Minimum Qualifications:

Education: Bachelor’s Degree in Accounting or Business-related discipline. Relevant experience may be substituted for education on a year per year basis. Undergraduate and/or advanced degree is highly preferred. 

Experience: 5 years accounting, bookkeeping, payroll, auditing experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).

  • Maintaining effective working relationships with individuals and groups, both internal and external
  • Using basic mathematical fundamentals
  • Leading, assigning, reviewing, and monitoring the work of others
  • Analyzing and organizing business and technical data
  • Preparing and maintaining confidential and sensitive records, files and reports
  • Interpreting applicable information
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
