Position Description

TxDOT’s Financial Management Division is looking for an Accounts Receivable Team Lead based in Austin, TX. This position performs various accounting-related activities, specifically accounts receivable. Duties include recording, reconciling and correcting cash receipts. Work requires excellent communication skills and the ability to research cash receipts for the appropriate coding. Employees must also meet time deadlines, have a high level of attention to detail and handle multiple tasks. Employees at this level work under supervision with minimal to limited latitude for the use of independent judgment and initiative; however, all unusual issues are referred to the supervisor.

Essential Duties:

  • Serve as a team lead in the Accounts Receivable Branch in the Financial Management Division.
  • Answers inquiries from vendors, contractors or other out-of-agency personnel regarding departmental financial transactions.
  • Successfully manages A/R staff, assigns work to staff, set deadlines and contribute to Career Conversations (employee evaluations).
  • Assists in developing, implementing and interpreting accounting related policies and procedures.
  • Codes, enters and processes data into the ERP or other automated accounting systems; accesses interconnected state computer accounting systems to track status of financial payments documents.
  • Communicates with Department staff to clarify information and/or to resolve discrepancies in required documentation.
  • Coordinates with the Comptroller’s office to reconcile accounting discrepancies.
  • Investigates and reconciles complex accounting discrepancies.
  • Serve as a subject matter expert and project team lead for IT updates, enhancements and projects.
  • Work in a positive and collaborative manner with Accounts Receivable and other Finance staff, internal and external auditors, other state agencies, etc.
  • Serves as an example to staff for conflict resolution, setting priorities, ensure task completion and emphasizing professional development.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in Accounting or Business-related discipline. Relevant experience may be substituted for education on a year per year basis. Undergraduate and/or advanced degree are highly preferred.

Experience: 5 years accounting, bookkeeping, payroll, auditing experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).

Preferred Qualifications:

  • Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.
  • One (1) year of supervisory experience

Competencies:

  • Required technical skills using the following or comparable systems: Microsoft 365 (Teams, Planner, SharePoint), Oracle Peoplesoft, Quickbooks, Tableau etc.
  • Revenue deposit procedures.
  • Generally accepted accounting principles, procedures and terminology.
  • Leading, assigning, reviewing, and monitoring the work of others.
  • Analyzing and organizing business and technical data.
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
