 Position Description

 Performs complex professional, administrative and/or consultative work in support of a program or project. Work involves coordinating the planning, development, and implementation of goals, objectives, guidelines, procedures, schedules, priorities and/or methods for achieving program or project goals. Work requires extensive contact with department management, and external governmental agencies or organizations. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.Essential Duties:

  • Represents the Department and participates on interagency groups, technical committees or special task force groups.
  • Assists in planning, scheduling and preparation/coordination of special meetings, workshops and conferences.
  • Assists in the review, development and interpretation of finance and legislative policies and procedures.
  • Conducts program or project analyses and develops and recommends solutions/methods to increase productivity/efficiency and/or streamline operations.
  • Analyzes finance related policies and operations, identifies strategies to make process improvements, and facilitates collaboration among different groups to resolve issues.
  • Develops and/or reports on contract requirements or specifications in support of programs or projects.
  • Evaluates statistical data and interprets results; prepares reports on program and/or project activities.
  • Interprets and disseminates legislative information and/or prepares operational and financial impact analyses of legislative proposals.
  • Performs budget-related review, planning and development activities.
  • Prepares and presents information on various Finance programs, projects and activities to executives, departmental staff and/or at professional meetings, seminars and conferences.
  • Prepares sensitive and high-level correspondence and administrative or technical reports.
  • Provides training or technical support and assistance in program or project areas.
  • Serves as point of contact and/or liaison for programs or special projects with other departmental staff, governmental entities and/or the public.
  • Assists in the development and distribution of personnel updates, accounts receivable and accounts payable reporting and other divisional finance communications.
  • Performs other job duties as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in Business Administration, Public Administration, or a related discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 3 years business analysis, project or program administration, or related experience. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Preferred Qualifications:

  • Bachelor’s Degree in Business Administration, Public Administration, or a related discipline is highly preferred
  • Knowledge and experience of Financial Management Division policies and procedures

Competencies:

  • Applicable analysis methodologies-Statistical analysis methodologies and reporting procedures
  • Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems
  • Program/project planning, development, and management methodologies-Human resources management policies and practices
  • Modeling principles and practices-Management Information Systems-Auditing and investigative methods, practices and procedures
  • Generally accepted accounting principles, procedures and terminology-Budgeting methods and procedures
  • Contract negotiation, development and management methods-Applicable laws, rules, and regulations Some knowledge of
  • Investigative practices and procedures Proficient skill in-Maintaining effective working relationships with others
  • Meeting deadlines-Prioritizing and organizing work assignments
  • Preparing and maintaining confidential and sensitive records, files and reports-Preparing technical/statistical reports

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
