Position Description

Leads, coordinates and performs program support work for the Financial Management Division. Work requires extensive contact with department management, and external governmental agencies or organizations. Serves as a Lead Worker and oversees the Business Services Team. Reports to the Financial and Business Services Manager. Employees at this level establish their own work plan and priorities to meet set objective. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Assists in development project plans for executive information management projects.
  • Assists in testing, validating, updating and enhancing applications.
  • Facilitates capture and implementation of functional business requirements; assists in transformation of functional requirements into system requirements.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.
  • Develops division processes and workflow enhancements for efficiency and identifies appropriate implementation measure.
  • Conducts system reviews to verify accurate security access for Finance division users in PeopleSoft, Comptroller’s Office, and other software utilized by the division.
  • Maintains the division’s web content, OnBase content, and TxDOT Now tickets.
  • Responds to internal, external, and legislative inquiries.
  • Administers the division’s records retention and responds to open record requests and subpoenas.
  • Coordinates review of legislative updates and proposed changes and evaluates fiscal impact.
  • Serves as the division’s local IT support and coordinates with the IT division in the analysis and assessment.
  • Coordinates division meetings, townhalls, and workshops.
  • Updates division policies, procedures, and forms.
  • Create business requirement documents, SOPs, training materials, supporting documents and update as needed.
  • Assists supervisor with quarterly staff performance evaluations.
  • Assists supervisor with development of interview questions, screening applications and interviewing for vacancies on the team.
  • Develop automation solutions for business processes using Microsoft O365, Power Automate, Microsoft Dataverse, and their associated integrations to improve productivity and reduce overhead.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Undergraduate and/or advanced degree are highly preferred

Experience: 5 years of experience in project or program administration or related experience . Experience can be satisfied by full-time or prorated part-time equivalent. Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: None

Preferred Qualifications:

Bachelors degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.

  • Using computers and applicable programs, applications, and systems
  • Interpreting and analyzing legislation, rules, and regulations
  • Analyzing business, technical and managerial problems and developing, recommending and implementing effective solutions

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools

  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
