JOB SUMMARY:

Assistant to the General Counsel and supports General Counsel Division staff.  Performs advanced (senior-level) professional assistance work for the General Counsel.  Work involves coordinating or overseeing high-level administrative operations.  Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

  • Provides technical administrative assistance to the General Counsel and attorneys as assigned.
  • Coordinates divisional activities and intra-agency responsibilities.
  • Develops, coordinates, and maintains accurate record keeping and filing systems in accordance with the agency records retention schedule.
  • Works under the supervision of the General Counsel on preparation of reports, schedules, and correspondence.
  • Enters correspondence into General Counsel correspondence tracking system; maintains electronic records.
  • Coordinates calendars, meetings, and other activities on behalf of the General Counsel, staff in the General Counsel Division and Records Division.
  • Prepares meeting notices and agendas.
  • Prepares, edits, and distributes correspondence, studies, reports, forms, and documents.
  • Schedule conferences for the General Counsel.
  • Invoicing for outside counsel.
  • Works with the General Counsel on establishing and maintaining the General Counsel budget.
  • Works with the General Counsel as time administrator for CAPPS and creates requisitions.
  • May research, compose, design, and/or edit agency publications, including brochures, forms, manuals, and reports.
  • May compile and prepare statistical data and various charts, graphs, and written summaries.
  • May assist in the implementation of program planning.
  • Performs related work as assigned.

MINIMUM QUALIFICATIONS:

  • Graduation from an accredited four-year college or university with major coursework in business administration or a related field (preferred).
  • Ten (10) years experience in administrative support, including one (1) year supervisory or lead worker experience (preferred).
  • College education or technical training in office administrative support or a related field may be substituted for experience on a year-for-year basis.
  • Four (4) years experience in state government assisting executive staff (preferred).

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of legal terminology, the legislative process, and public notice requirements.
  • Considerable knowledge of office practices and business procedures.
  • Considerable knowledge of applicable rules, regulations, and policies, as well as related legislative and legal practices and procedures.
  • Skill in the use of personal computers and applicable programs, applications, and systems.
  • Skill in the use of standard office equipment.
  • Ability to plan, organize, and implement program initiatives.
  • Ability to read, comprehend, and interpret contract language.
  • Ability to prepare written correspondence, reports, studies, forms, and documents.
  • Ability to maintain accurate records and files; and to ensure confidentiality of records and sensitive information.
  • Ability to perform data entry
  • Ability to pay close attention to detail, ensuring accuracy in work.
  • Ability to maintain effective internal and external working relationships.
  • Ability to handle multiple tasks.
  • Ability to meet deadlines.
  • Ability to meet attendance requirements.
  • Ability to communicate effectively, both orally and in writing.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This classification functions in a standard office environment.  There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact.  The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.

Conditions of Employment:

Initial screening is based on the Education and Experience minimum qualifications defined in the job posting. Interviewee selection is based on applicant information explaining how they meet each Competency (Knowledge, Skills and Abilities) requirement. Driver’s record check will be conducted by the agency.  Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business. CDL “Drivers” must consent to TFC’s Drug and Alcohol Testing Policy against the illegal use of alcohol and drugs.

If hired, employee must provide document(s) within three (3) days of hire date that establish identity and employment eligibility.  A complete list of acceptable documents is on file with the local Texas Workforce Commission office.
