Position Description

Serves as the Employee Payroll Team Lead and performs advanced (senior-level) payroll processing and analysis work for the Payroll/Time and Labor department. Work involves overseeing the payroll time and labor activities, including support of payroll system module upgrades. Creates and maintains team metrics and tracks the progress of major projects. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Duties:

  • Serve as the Employee Payroll Team Lead and assist the Employee Payments Manager in the operational and strategic management of the payroll nd time/labor activities for TxDOT.
  • Oversees the monthly, supplemental or other Payroll process and ensures that transactions are being processed in accordance with stated laws, regulations and policies at the Federal, State and department level.
  • Acts as liaison for the unit to the State Comptroller for fiscal, CAPPS (PeopleSoft) and other payroll-related issues.
  • Coordinate Payroll processes with both technical (Accenture) and functional (HRD, District Payroll Contacts, etc.) or contract worker resources as necessary in order to meet established Comptroller submission deadlines.
  • Timely notify leadership of critical updates for Payroll and Time/Labor as published by the Comptroller’s office, Internal Revenue Service (IRS) or any other governmental entity.
  • Research, analyze, and interpret department policy and state/federal laws and regulations.
  • Approve journal entries and ensure they are properly recorded in financial systems.
  • Provide coaching and identify the training needs of staff.
  • Identify and address negative trends (late vouchers, increasing interest, incorrect invoices, tax penalties, excessive salary overpayments, etc.).
  • Coordinate staffing schedules and ensure sufficient coverage during peak times and normal operational levels.
  • Periodically audit incoming e-mail, MS Teams/Planner and other resources to verify assigned tasks/items are handled appropriately.
  • Minimize critical/repetitive errors and occurrences of overpayments, while ensuring that established deadlines are consistently met.
  • Manage IRS activities related to compensation-based employee payments/benefits, including the TxDOT Form W-2 and Form 941 processes, deadlines and submissions.
  • Develop and lead trainings, presentations and/or demonstrations for team/branch/division staff and other stakeholders.
  • Schedule and attend meetings as necessary.
  • Review and approve the work of team members and make recommendations for innovation and improvements to leadership.
  • Manage employee work assignments and approve leave for the Payroll staff.
  • Other duties as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in in business, public administration, finance, accounting, or a related discipline. Relevant experience may be substituted for education on a year per year basis. Undergraduate and/or advanced degree are highly preferred. Substitutions for Minimum Qualifications

Experience: 5 years of experience in accounts payable, billing/accounts receivable, time and labor, payroll, accounting, or related work experience. (Experience can be satisfied by full time or prorated part time equivalent).

Preferred Qualifications:

  • Bachelors degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.
  • Documented experience directly managing Payroll and Time/Labor operations and staff.
  • PeopleSoft Payroll (CAPPS) or other major ERP Payroll experience highly preferred.
  • Large organization payroll/time and labor experience highly preferred.

Competencies:

  • Experience overseeing a team of Payroll specialists.
  • Experience approving Payroll in PeopleSoft (CAPPS) or major ERP Payroll application.
  • Troubleshoot and work with third party vendor for payroll processing.
  • Consistently provide prompt, courteous, and professional customer service to all customers.
  • Maintain productive, open and professional relationships.
  • Handle issues/questions without deferring unless appropriate.
  • Respond to and resolve any problems or errors related to any assigned tasks.
  • Utilize all tools available including, but not limited to: FIN website, Comptroller’s Office and related resources, policy and procedure manuals, internet and intranet, lead and coworkers, training classes and materials.
  • Ensures strict confidentiality, secure all sensitive materials and do not conduct unauthorized access of sensitive or confidential data.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting – prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
