Director of Benefit Accounting

The Director of Benefit Accounting is responsible for overseeing the daily Benefit Accounting operations, which includes employer reporting services, payment disbursements, and Employment After Retirement. The incumbent will serve as the back-up to the Sr. Director of Benefit Accounting, supervise department activities, and plan, assign and supervise the work of others. The position will proactively work with the Benefit Accounting teams, Benefit Services staff, agency employees, and members of the TRS executive and leadership team.
Compensation: $135,439.00 – $180,000.00, Annual Salary

WHAT YOU WILL DO:
Department Administration and Oversight
• Serves as a back-up to the Senior Director of Benefit Accounting.
• Assists with planning, organizing, directing, and monitoring department operations.
• Monitors service delivery standards, including service level agreements and Legislative Budget Board measures.
• Monitors department workload and work progress and implements corrective actions as necessary to ensure that service delivery
standards are met.
• Compiles data and prepares ad hoc and periodic reports regarding Benefit Accounting operations.
• Serves as a subject matter expert regarding TRS benefit programs to internal and external customers.
• Assists with resolving difficult or escalated cases.
• Ensures timely review and response of administrative appeals involving Benefit Accounting.
• Implements legislative and Board rule changes into processes and procedures.
• Assists with planning, preparing, maintaining, and monitoring department budget.
• Leads or participates in special projects and on agency committees and task forces.
• Ensures compliance with applicable laws, rules, regulations, policies, and procedures.
• Analyzes and evaluates Benefit Accounting policies, procedures, processes, and systems, and assists with implementation of new
recommendations and technologies for improvement.
• Coordinates responses to audit findings and recommendations.
• Serves as Benefit Accounting representative on agency committees.
Staff Management and Development
• Develops and monitors employee performance measures ensuring that performance measures meet department service delivery goals.
• Ensures that employee performance measures are regularly reviewed and updated.
• Directly supervises assigned Benefit Accounting managers and employees through consistent coaching and feedback.
• Manages the hiring and evaluation of assigned employees.
• Ensures employees are given opportunities to provide feedback and suggestions to workplace concerns.
• Provides advice and guidance regarding employee development and growth opportunities.
• Ensures that appropriate employee recognition, rewards, training, coaching, and corrective actions are implemented.
• Ensures consistent application of department policies including remote work privileges and flexible schedules.
Quality and Training
• Participates in developing instructional methods, presentations, manuals, handouts and other training aids.
• Identifies, evaluates and recommends external training resources to help meet employee and departmental needs.
• Works with training and quality team to ensure quality measures are regularly monitored to drive performance and assess training needs.
• Analyzes new and current TRS laws, rules, policies and other relevant information to determine training needs of Benefit Accounting staff and works with appropriate division and agency departments to develop training plans to address those needs in a timely manner.
• Participates in the development and delivery of virtual and in-person training presentations regarding TRS reporting requirements, laws, rules, and policies to reporting employer staff and professional associations.
• Provide input as needed on the TEAM Program Pension Line of Business Project or any other projects under the TEAM Program.
• Performs related work as assigned.
WHAT YOU WILL BRING:
Required Education
• Bachelor’s degree from an an accredited college or university.
• High school diploma or equivalent and additional full-time experience in banking, insurance, pension administration, government services, government services, (auditing, accounting, financial analysis) or similarly related experience may be substituted on an equivalent year-for year basis.
Required Experience
• Eight (8) years of full-time directly related, progressively responsible experience in banking, insurance, pension administration, benefits administration, (auditing, accounting, financial analysis) or related experience.
• Four (4) years of experience leading, or supervising the works of others, required.
• Experience may be concurrent.
• A master’s degree or doctoral degree in a closely related field may be substituted on an equivalent year-for-year basis.
Preferred Qualifications
• Bachelor’s degree from an accredited college or university.
• Two (2) years of experience in TRS Benefit Services as a supervisor, OR two (2) years of supervisory experience within benefit operations of a public pension fund.
