WHO ARE WE

The Texas Department of Agriculture Financial Services Division supports TDA programs by performing financial duties in the areas of accounting, budget, purchasing, contracting, accounts payable and payroll.

 

WHAT YOU’LL DO

The Accounts Payable/ Travel Accountant will perform moderately complex accounting work involving preparation, posting, maintenance, review of records, documents and reports for expenditures. You will enter, analyze and reconcile financial transactions related to agency expenditures. Work is performed under general supervision with limited latitude for the use of initiative and independent judgement.

This position will perform accounts payable work 50% of the time and travel accounting 50% of the time.

 

PRIMARY RESPONSIBILITIES

Classify, code, prepare, enter and process travel and accounts payable vouchers in Centralized Accounting and Payroll/Personnel System (CAPPS).

 

Perform data retrieval in the Uniform Statewide Accounting System (USAS) and Texas Identification Number System (TINS).

Review agency invoices, travel vouchers and compare to travel request forms, purchasing and receiving documents to ensure proper billing.

 

Research, reconcile and resolve discrepancies in billing errors and accounts.

 

Process travel advance payments and maintain all necessary documentation for agency travel advance account.

 

Audit and verify compliance of accounting and control records according to agency, state and federal standards and regulations.

 

Maintain controls necessary to provide accurate accounts of expenditures.

 

Address vendor and program area issues related with travel expenditures and accounts payable.

 

Assist in matching payments and filing vouchers.

 

Finalize and liquidate POs/vouchers as required

 

Analyze and recommend improvements, adaptations, or revisions to procedures.

 

Follow all TDA policies and procedures.

 

Perform other duties as assigned.

 

Qualifications

QUALIFICATIONS/REQUIREMENTS FOR THE POSITION

Bachelor’s Degree (one year of work experience related to the primary responsibilities may substitute for one year of college).

 

One (1) year of work experience in accounts payable, accounts receivable, revenue collections or related.

 

PREFERRED QUALIFICATIONS

Bachelor’s degree in accounting, finance or related field.

 

Work experience with State of Texas accounting systems such as USAS or CAPPS.

 

Work experience with government in accounts payable and travel accounting and/or processing.

 

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of fiscal programs; governmental accounting; budget control methods, policies, and procedures; and laws and regulations pertaining to financial operations.

 

Skill in the use of a computer and applicable software; and providing customer service excellence to both internal and external customers.

 

Ability to interpret and apply accounting theory; to interpret laws and regulations; to work accurately with numerical detail; to analyze, consolidate, and interpret accounting data; to communicate effectively, orally and in writing; and to exercise sound judgment and discretion.

 

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel, occasionally overnight (up to 5%).

 

TELEWORK & WORK HOURS

TDA has a telework policy that will allow eligible positions to telework up to two (2) days per week after completing six (6) months of employment with the agency. The employee must meet eligibility criteria set forth in the Telework Policy.
