Position Description
Performs advanced transportation programming, letting project scheduling, and federal funding preparation and analysis work. Oversees projects/grants/programs/lettings to include application, approval, monitoring, audits, investigations, and authorizing funding. Work involves administering project programming and scheduling processes and systems; reviewing, analyzing, and evaluating project funding data; preparing reports and responding to inquiries. Interpreting, reviewing, and implementing state and federal statutes, legislation, laws and/or policies. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Duties:
- Create new and/or analyze existing financial models and reports for federal and state-funded project obligations, oversee strategies to increase utilization of federal and other funding; and monitor/advise leadership and key stakeholders of potential lapse of federal-aid funding.
- Assist with development and monitoring the 24-month letting schedule, fiscal constraint, and letting/funding processes in accordance with the statewide plan as authorized in the Unified Transportation Program (UTP).
- Coordinates project scheduling, programming, and funding review/approval for assigned division(s) and/or districts within TXDOTCONNECT, the Department’s Category Analysis, Federal Aid Funding
- Obligation System (FAFOS) and Financial Management Information System (FMIS).
- Coordinate with TxDOT division/district offices and external entities as appropriate, in response to questions, data requests, audits, workgroups, etc.
- Intermediate level of Tableau report development and modification, i.e. web edit and/or similar capabilities.
- Monitors financial constraint of assigned district(s) construction funding allocations, as established annually by the Chief Financial Officer in accordance with the agency’s Cash Forecast.
- Prepares, reviews and/or updates Federal Project Authorization and Agreements (FPAA); reviews Advance Funding Agreement (AFAs), confirm funding eligibility and assist division/district offices with federal funding questions.
- Develops and implements procedures to ensures compliance with federal and state laws, regulations, policies and procedures, and standards pertaining to programs.
- Prepares, reviews, and distributes letting, project funding, federal/state funds management reports and/or presentations for Commission & quarterly review meetings, senior leadership, and statewide initiatives.
- Oversees data integrity and quality control processes; ensure accuracy/consistency of internal and external reports.
- Coordinates project activities to support implementation of agency initiatives and implementation of new and/or revised legislation
- Serves as liaison and contact in area(s) of expertise.
- Plans, develops, and recommends program guidelines, policies, procedures, enhancements, and methodologies
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor’s Degree in Finance, Accounting, Business or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 4 years of experience in funding administration, planning, budgeting or working with state or federal funding. Related graduate level education may be substituted for experience on a year per year basis.
Preferred Qualifications:
- Bachelors degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.
- Experience in developing and analyzing complex reports is highly preferred.

Physical Requirements and Working Conditions:
