GENERAL DESCRIPTION:
Performs advanced (senior-level) staff services work. Work involves planning and performing several staff services functions such as accounting, budgeting, human resources, and benefits. Supervises payroll, purchasing, and property management. Works under minimal supervision, with extensive latitude for initiative and independent judgment. This position has primary responsibility for routine accounting transactions and budgeting. Work includes basic accounting functions, such as payment processing, balancing accounting and financial statements.

This position:
• Prepares and processes payment, purchase, travel, and related vouchers.
• Ensures accounting, financial documents, and records are accurate.
• Prepares financial statements and reports, including periodic analysis of fund balances and expenditures.
• Prepares technical reports on estimates, cost data, budget items, and other matters.
• Maintains adequate records of expenditures, funds, appropriations, and expenses, and revenue collected and deposited.
• Advises management on the agency’s budget monthly.
• Assists management with the preparation of the agency’s budget every fiscal year.
• Ensures projects are completed by deadlines set in coordination with the Public Counsel.
• May prepare payroll, performance, and related reports.
• May oversee property management.
• May assist in analysis of financial and other data from outside sources.
• Demonstrates technical knowledge and understanding of work procedures.
• Demonstrates competence, accuracy, and thoroughness in quality of work.
• Demonstrates competency with USAS and CAPPS. Any required accounting training in USAS or CAPPS can be coordinated or provided by the agency.
• Establishes and maintains positive, effective, and open communication with management.
• Performs other duties as required.

Work requires frequent computer usage and effective written and oral communication. Job functions are performed by sitting with minimal physical requirements. The job requires the ability to learn, remember, and integrate complex rules, policies, and practices. Visual or auditory requirements are marginal (or corrected). Travel is minimal.

This position works under the direction of the Public Counsel, with flexibility in terms of scheduling and telecommuting according to agency policy.

QUALIFICATIONS (License, Education, Experience)
• Graduation from an accredited four-year college or university with bachelor’s degree relative to the position. Additionally, this position requires two years of experience in a field related to the position. Education and experience relevant to the position requirements may be substituted for one another on a year-for-year basis.
• Ability to proficiently read, write, and speak Spanish a plus.

KNOWLEDGE, SKILLS, AND ABILITIES
• Skill in applying accounting principles and techniques and in using state government accounting/payroll systems (USAS, CAPPS) a plus.
• Skill in using business computer applications, such as the Microsoft Office suite, SharePoint, and Adobe.
• Skill in problem-solving and critical thinking.
• Skill in using judgment to identify and recommend courses of action.
• Skill in maintaining the confidentiality of sensitive information.
• Ability to interpret accounting regulations and procedures.
• Ability to prepare analysis of financial and other data.
• Ability to communicate effectively and write well.
• Ability to analyze, prepare, and write correspondence.
• Ability to evaluate and interpret state and federal laws, rules, and regulations.
• Ability to successfully work independently with limited supervision.
• Ability to review, analyze, and evaluate the impact of legislation, regulations, and/or administrative rules affecting the agency’s accounting and budgeting functions.
• Ability to represent the agency at hearings and other venues as required.
• Ability to cooperate and foster positive relationships with people within and outside of the agency.
