Performs moderately complex timekeeping and payroll functions. Assists with all payroll processing and timesheet review, as well as related payroll recording and reporting functions. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Essential Duties:
- Processes payroll transaction in accordance with applicable regulations, policies, and procedures; research critical transactions and recommends alternative solutions.
- Maintains appropriate payroll processing controls and assists with returned monies and payment cancellations.
- Communicates and coordinates with staff and external entities to research, explain and/or resolve complex payroll, leave, tax or retirement-related questions and issues; ensures the correct interpretation and application of various laws, codes, rules, accounting controls, and other matter pertaining to payroll operations.
- Processes payroll and verifies accuracy of hours to be paid.
- Assists with preparing system for payrolls and completing the fiscal year end process.
- Provides assistance and responds to district/division time administrator and/or employees with functionality and procedural payroll questions and issues.
- Sets up work schedules and schedule overrides; enters awarded agency time, donated sick hours and military hours; reconciles and inserts time for terminated employees; reconciles leave without pay hours.
- Assists with longevity and benefit replacement payments, lump sum payments to eligible terminated employees, monthly overtime and comp time payments.
- Assists with audits on off cycle payrolls and may create/distribute Internal Revenue Service 941 returns.
- Performs other job duties as assigned.
Minimum Qualifications:
Education: Bachelor’s Degree in in business, public administration, finance, accounting, or a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 1 year in time and labor, payroll, accounting, or related work experience. (Experience can be satisfied by full-time or prorated part-time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
Preferred Qualifications:
- Bachelors degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.
Competencies:
Extensive knowledge of –
- Payroll processing and related reporting including 941 reporting, W-2 and IRS related processing
- Analyzing payroll projects and tasks, prioritizing setting goals and meeting payroll deadlines.
- Time and labor, timekeeping and related reporting and resolution
- Maintaining effective working relationships with internal and external customers
- Ability to adjust to changing work place demands
- Maintain confidentiality and protect the privacy of state employees, taxpayers and other members of the public.
Some knowledge of –
- Human resources administrative practice and procedures
- Leave accounting practices and procedures
- Governmental and financial accounting principles and procedures
- State government accounting, generally accepted accounting principles and procedures, office practices, and governmental regulations applying to accounting records
- State and federal payroll rules, regulations and laws
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Sitting – prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
