Position Description

Serving as the lead worker, oversees, and performs various accounting related activities for the Accounts Payable Department within the Finance Division. Work requires contact with governmental agencies, vendors, and TxDOT end users. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Assists in developing, implementing and interpreting accounting related policies and procedures.
  • Audits, reconciles, processes, reports and provides training on complex accounts payable procedures
  • Answers inquiries from vendors, contractors or other out-of-agency personnel regarding departmental financial transactions.
  • Communicates Department payroll and payments policies and procedures to district or division personnel and/or provides training.
  • Communicates with Department staff to clarify information and/or to resolve discrepancies in required documentation.
  • Routinely handles complex accounting-related projects; researches and resolves complex accounting situations.
  • Examines accounting source documents for accuracy, completeness and compliance with departmental and state rules, regulations, and agreements.
  • Serve as a lead worker and the related tasks.
  • Oversees a variety of accounting activities.
  • Investigates and reconciles complex accounting discrepancies.
  • Performs special projects.
  • Monitors, verifies and assists in ensuring the integrity and confidentiality of data
  • Prepares written correspondence, reports; maintains files, logs, activity books, tables, coding manuals or automated databases associated with accounting processes and activities.
  • Processes or audits various departmental vouchers, invoices or deposits for purchases or contracted services; prepares vouchers authorizing payments and processes for distribution.
  • Represents the district or division on ad hoc committees related to accounting activities.
  • Performs final audit activities for the Department.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in Accounting or Business-related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years accounting, bookkeeping, payroll, auditing experience. (Experience can be satisfied by full time or prorated part time equivalent).

Preferred Qualifications:

  • Bachelor’s degree in accounting or Business-related discipline.
  • Undergraduate or advanced degree is highly preferred.

Competencies:

Extensive knowledge of –

  • Applicable computer systems and applications
  • Applicable computer operating systems and relevant applications
  • Generally accepted accounting principles, procedures and terminology
  • Bookkeeping practices and procedures
  • Applicable laws, rules, and regulations

Considerable knowledge of –

  • Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area

Proficient skill in –

  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Using basic mathematical fundamentals
  • Leading, assigning, reviewing, and monitoring the work of others
  • Using standard office equipment
  • Preparing and maintaining confidential and sensitive records, files and report
  • Interpreting applicable information
  • Using computers and applicable programs

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting – prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
