Position Description

The Project Funding Accounting Specialist III is responsible for managing the preparation, entry, and reconciliation of highway letting projects and funding records in TxDOTCONNECT and PSFT(Peoplesoft). This includes overseeing the setup of both letting and non-letting projects, ensuring compliance with federal and state funding requirements, and maintaining accurate funding records. The role involves monitoring project funding dashboards, addressing any discrepancies, and providing support to TxDOT districts and divisions regarding funding processes. The Specialist also assists with researching Advanced Funding Agreements, coordinating local let projects, and updating procedures to ensure adherence to legal and regulatory standards. This position requires strong attention to detail, excellent analytical skills, and the ability to work independently while meeting deadlines. Experience with PeopleSoft, Microsoft applications, Tableau and web applications is preferred. The position requires contact with governmental officials, divisions, districts, private entities, and auditors at various levels. Work is performed with minimal supervision and requires a high degree of accountability for the work product.

Essential Duties:

  • Reconcile highway letting projects from TxDOTCONNECT to PSFT(Peoplesoft) monthly.
  • Manage the creation and monitoring of the Post Let Tableau Dashboard, addressing participating/non-participating item discrepancies.
  • Oversee the setup of non-letting projects, including Emergency Relief projects, and coordinate setup revisions with divisions and districts.
  • Maintain high accuracy in project setup and reconcile funding obligations to federal and local agreements.
  • Oversee the research, establishment, and monitoring of Advanced Funding Agreements for the Project Funding section.
  • Coordinate and ensure accurate setup of funding records for local let projects, reconciling federal/non-federal funding obligations.
  • Manage changes and adjustments to project setups in PSFT, ensuring consistent accuracy and timely feedback to team members.
  • Identify, analyze, and address issues or concerns related to the letting process, and communicate effectively with TxC team.
  • Develop, update, and ensure compliance with Project Funding procedures, ensuring adherence to federal transportation program standards.
  • Support Project Funding initiatives and special projects, including policy and procedural updates.
  • Respond to Project Funding inquiries, audits, and legislative matters, coordinating with TxDOT divisions, districts, and external agencies.
  • Serve as a liaison and subject matter expert for Project Funding, providing guidance and support to districts, divisions, and statewide offices.
  • Complete assigned duties on time, supporting other teams within the branch as needed.

Minimum Qualifications:

Education: Bachelor’s Degree in Accounting or Business-related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications 

Experience: 2 years accounting, bookkeeping, payroll, auditing experience. (Experience can be satisfied by full time or prorated part time equivalent).

Preferred Qualifications:     

  • Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.

  • Developing, implementing and monitoring project budgets

Expert skill in –

  • Performing statistical analysis
  • Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
  • Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management

Proficient skill in –

  • Analyzing contracts and agreements with multiple parties and payment structure
  • Maintaining effective working relationships with individuals and groups, both internal and external
  • Using basic mathematical fundamentals
  • Leading, assigning, reviewing, and monitoring the work of others
  • Analyzing and organizing business and technical data
  • Using standard office equipment
  • Preparing and maintaining confidential and sensitive records, files and reports
  • Interpreting applicable information
  • Using computers and applicable programs, applications, and systems

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools

  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
