ACCOUNTANT VI
Job Summary:
Performs advanced (senior-level) accounting work in the Office of the Controller of the Texas Lottery Commission (TLC). Work involves performing various fiscal functions to include accounting and budgeting, as well as preparation of financial reports and budget requests. Plans, performs, reviews, and analyzes financial data, prepares reports and responds to inquiries, and recommends appropriate action to resolve issues. Develops, creates, implements, and maintains policies and procedures and streamlines the processes as needed. Works in a manner that exemplifies and supports the agency’s core values of integrity, responsibility, innovation, fiscal accountability, customer responsiveness, teamwork, and excellence. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. This position reports to the Financial Operations Manager.
Qualifications:
• Graduation from an accredited four-year college or university with major course work in Accounting, Finance or Business Administration is required. (Experience in accounting, financial analysis, forecasting, budgeting, or other financial experience, in excess of the required four years, may be substituted for college on a year-for-year basis.)
• Four years work experience in accounting, financial analysis, forecasting, budgeting, or other financial experience is required.
• Experience with automated accounting systems is required.
• Experience with Microsoft Office 365 suite of applications is required.
• Must be willing to work evenings, weekends, and holidays as workload may require.
• Experience with State of Texas accounting or budgeting is preferred.
• Experience with USAS and CAPPS Financials is preferred.
• CPA or CIA is preferred.
Knowledge, Skills, and Abilities:
• Knowledge of financial analysis, budget control methods, fiscal accounting, governmental accounting, and policies and procedures, and laws and regulations pertaining to fiscal operations.
• Ability to perform financial analysis; budget funds; apply accounting theory; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, policy, and rules.
• Ability to prepare clear and concise reports, accurately track various budgets and prepare correspondence regarding findings supported by detailed analysis.
• Strong organizational skills and attention to detail.
• Skills in the use of personal computers to include word processing and spreadsheet software applications (i.e., Word or Excel), including preparing schedules, charts, graphs, and slideshow presentations.
• Ability to work independently or in a team environment.

• Ability to meet and deal tactfully and effectively with others, both in person and on the telephone.
Physical and Mental Requirements:

Essential Job Functions:
• Plans, organizes, coordinates, and performs various fiscal functions to include accounting, forecasting, and financial reporting of agency operations.
• Prepares and/or reviews Jackpot Estimations on a rotation basis for Mega Millions, Powerball, Lotto Texas, and Texas Two Step.
• Prepares and reviews calculation for jackpot payments. Facilitates the annuity investment purchase process with the Texas Treasury Safekeeping Trust Company if needed.
• Coordinates and performs, on a rotation basis, the Winner Payment Process for draw and scratch tickets processed by the Office of the Controller. Also, as backup duty, perform winner tax deposits.
• Oversees and/or prepares monthly/annual operating budgets, financial statements, financial reports on estimates, costs data, and budget limits and review expenditures to ensure that budget limits are not exceeded.
• Maintains and/or oversees adequate records of expenditures, funds, appropriations, and expenses, as well as of revenue collected and deposited. This includes the maintenance of systems and controls necessary to provide accurate accounts of expenditures and budget balances for agency programs.
• Prepares and/or reviews financial and operating budget reports submitted for accuracy and for pointing out those areas where more appropriate use of funds can be made. Analyzes and verifies financial documentation and reviews various records, reports, applications, and contracts.
• Prepares or assists in the preparation of agency budget instructions, biennial legislative appropriation requests, and related legislative reporting.
• Serves as back-up for the preparation and reconciliation of the monthly and supplemental payrolls for the agency.
• Prepares fiscal notes and analysis of legislation.
• Serves as consultant, subject matter expert and support for various financial and accounting functions and systems of the Office of the Controller.
• Analyzes accounting business processes and processing systems and functions, recommending changes as necessary. Recommends and implements departmental accounting policies and procedures in accordance with statute and professional accepted standards.
• Performs related work and special projects as assigned by Management.

• Formulates and prepares financial analysis, projections, and reporting. Performs financial analysis in preparation of Financial Soundness Reviews for various vendor proposals.
• Oversees and/or analyzes accounting business processes and processing systems and functions, recommending changes as necessary.
• Recommends and implements departmental accounting policies and procedures in accordance with statute and professional accepted standards.
• May plan, assign, and/or coordinate the work of others.
• Performs related work and special projects as assigned by Management.
