WHO ARE WE

The Texas Department of Agriculture Internal Audit Division provides independent, objective assurance and consulting services, using a risk-based approach, to add value and improve the operations of the Texas Department of Agriculture.

 

WHAT YOU’LL DO

This position performs highly advanced internal auditing work. You will serve as the lead internal auditor for the Texas Department of Agriculture (TDA) to ensure compliance with state and federal laws and agency policies and procedures which contribute to the efficiency and effectiveness of agency business operations. Work involves overseeing and/or conducting, planning, scheduling, coordinating and reviewing audits and reporting results; and providing guidance and assistance in governmental auditing to improve governance, risk management and internal control processes. You will examine agency records, reports, financial statements, information systems, grant and management practices; and review the work of others. This position works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

 

PRIMARY RESPONSIBILITIES

Responsible for planning and completing a significant aspect of an audit.

Reviews IT systems and controls (general and application) at state entities to assess data reliability and security and vulnerability of systems.

Prepares or supervises the preparation of flowcharts, diagrams, and tables that depict IT systems and processes.

Applies project management tools to plan and track an audit’s timeframes.

Determines the appropriate data analysis tools (e.g., Excel, Access, ACL, SAS) and is able to use one or more to complete audit procedures.

Prepares and reviews others audit documentation to ensure conformance with auditing standards.

Concisely and accurately presents verbal and written information to clients and management.

Works independently with some guidance from supervisors.

Review processes and programs to identify potential fraud or ethical concerns.

Assist with the development of annual audit plans. Assists in the Quality Assurance Improvement Program, including conducting quality control on other audits and advisory services and preparing for the annual internal quality control program or peer review.

Follow all TDA safety guidelines/procedures and ethics requirements.

Performs other duties as assigned.

 

QUALIFICATIONS/REQUIREMENTS FOR THE POSITION

Bachelor’s degree in Accounting, Business Administration, Finance, or related field.

Seven (7) years’ audit work experience in a public or government entities.

Certification as a Certified Public Accountant (CPA) and/or Certified Internal Auditor (CIA).

Work experience leading audits, including developing audit objectives and audit programs.

Work experience using Teammate auditing software.

PREFERRED

Work experience auditing and ensuring compliance with grant agreements.

 

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of accounting and auditing methods and systems; of generally accepted accounting principles and auditing standards; of information technology principles, terminology, analytics, programming, automated systems, and queries; of management systems; of business, financial, and non-financial processes; of conducting risk assessments; and of system/process mapping.

Skill in use of a computer, applicable software and applications; of sampling techniques; in working professionally with internal and external clients; and in developing clear and concise written and verbal communication.

Ability to compose clear and concise audit documentation and reports; to gather and analyze accurate and relevant data and information; to quantify results; evaluate documents for accuracy and legal conformance; to conduct effective interviews and meetings; to work independently and/or in a team environment; to manage time and priorities efficiently; to be adaptive to changing work requirements; to communicate effectively; to oversee the work of others; to exercise sound judgment and discretion; and to maintain the highest level of confidentiality.

 

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 10%), occasionally overnight.
