GENERAL DESCRIPTION:

Performs highly complex (senior-level) human resources management work. Work involves administering human resources programs including recruitment and selection, compensation and classification. This position will work closely with leadership to develop effective strategies and programs to recruit and enhance retention of staff. Work involves coordinating and evaluating the human resources programs and ensuring compliance with state and federal laws and regulations. Works under limited supervision, with moderate latitude in the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS (EJFs):

(30%) Ensures appropriate classification of positions in accordance with the State of Texas Classification Plan and internal standards.

• Conducts job analysis to determine proper classification and prepares new or revised job descriptions and postings.

• Conducts classification compliance audits, reviews position questionnaires, interviews employees, conducts salary studies and research and prepares reports of findings, making recommendations as appropriate.

• Determines position EEO and FLSA designations and assists management with determining telework eligibility.

• Updates and maintains job descriptions and internal standards in coordination with management and supports management in the performance evaluation and management of essential job functions.

• Prepares and processes personnel actions and reviews completed personnel actions to ensure conformity with agency, state, and federal regulations.

(25%) Performs or coordinates recruitment and onboarding activities.

• Schedules and participates in recruitment events; actively recruits qualified candidates for open positions and builds a pipeline for future opportunities; ensures a steady flow of qualified applicants by assuring open positions are visible and compelling.

• Coordinates the hiring process of candidates from all stages of the employee lifecycle: recruitment, onboarding, orientation, career development and employee engagement.

• Monitors new employee onboarding lifecycle and may conduct New Employee Orientation.

• Manages the applicant tracking system (NEOGOV) to include posting vacant positions, job promotion, and accuracy in applicant data/reporting and candidate communications.

• Oversees the administration of employee tests (i.e. Sergeant, Probationary Agent and language testing) and liaison for related contracts; coordinates with vendor and division POCs to schedule testing.

• Manages the applicant tracking system (NEOGOV) and makes appropriate changes to enhance efficiency and effectiveness and improve the overall candidate experience.

(25%) Develops and implements effective strategies and programs to enhance recruitment and retention of staff. 

• Serves as the Military Liaison to support military employees and applicants to grow our military workforce.

• Consults with directors and hiring managers to discover staff requirements and determine recruiting strategies.

• Prepares internal reports/data and trend analysis.

• Monitors employee retention and turnover and works with leadership to develop programs and training to retain high performers.

• Designs, develops and supports organization-wide talent management programs that cover performance management, talent development, coaching, succession planning, data analytics and relationship management.

• Administers the Survey of Employee Engagement and supports leadership with designing and implementing action plans.

• Leads the Recruiting Team, maintains and executes the Recruitment Plan and assists with updating the Workforce Plan.

• Designs, develops and distributes various reports related to workforce analytics and metrics; prepares or oversees the preparation, maintenance, and distribution of various human resources correspondence and reports, including analysis of EEO, FLSA, FMLA, ADA, USERRA, employee turnover, position vacancies and statewide staffing reports.

(15%) Provides advice and counsel to employees and management on issues, rules, and policies related to human resources management including handling issues and questions referred by other HR staff.

• Advises on employee relations and performance management issues.

• Coordinates with the Training division to oversee the performance evaluation system in LMS.

• Develops solutions to highly complex HR problems by following procedures or applying policy.

(5%) May prepare and conduct training and perform additional duties as assigned.

 MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with major course work in business, public administration, human resources management or a related field is required. Experience and related education may be substituted for one another.

Four (4) years of full-time experience in human resources management work is required.

Experience working with the State of Texas Classification Plan is preferred.

Recruiting experience preferred.

SHRM-CP or PHR preferred.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

· The principles and practices of human resources management; of human resources programs such as employment, compensation, classification, benefits, or organizational development; and of federal, state, and local laws and regulations governing personnel activities.

· The Human Resources employment guidelines, policies and procedures, key business fundamentals, key internal and external customers, and individual and team behaviors.

· The State of Texas classification plan and compensation principles, procedures, and practices; organizational structure, division responsibilities and role of key agency staff.

·Recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.

Skilled In:

· Oral and written communication, conducting interviews, using a computer and human resources-related software applications, and handling multiple tasks and prioritizing.

· Microsoft Office (i.e. Word, Excel, Outlook, and PowerPoint), SharePoint, CAPPS, DocuSign, NEOGOV, E-Verify and other computer programs and applications.

· Leveraging social media and other online platforms (e.g. LinkedIn and Handshake) for recruitment purposes.

Ability To:

· Provide excellent customer service and explain policies and procedures to staff and the public; maintain confidential and sensitive information; develop and analyze human resources processes; establish and maintain effective working relationships with applicants, employees, and the general public; work effectively as a team member and train others.

· Effectively interact with staff at all levels of the agency, and other state agencies and organizations.

· Analyze data, and develop surveys designed to collect specific types of data.

· Understand, analyze, research, and develop business processes and policies.

REGISTRATION, CERTIFICATION OR LICENSURE:

Valid driver’s license is required.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

Work is typically performed in a sedentary office setting involving sitting, standing, and walking. Must be able to squat, bend and crouch to reach filing systems. Must be able to remain in a stationary position for approximately 50% of the time. Exposure to normal office temperatures and noise. Work requires extensive use of computers, telephone and related equipment. May lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds.

This position is required to work in the office at least two days a week, however it is eligible for a hybrid schedule teleworking after initial training is conducted and the candidate has demonstrated competency and the ability to work independently. For telework, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
