JOB SUMMARY:
Manages the essential administrative functions of the project management program for the Facilities Design & Construction Division of the Texas Facilities Commission including: i) Legislative Performance Measure reporting; ii) Cost Recovery Financial Operations; iii) Contractor/Vendor Insurance Documentation; iv) Contractor/Vendor Background Checks; v) Electronic Project Management Control System Administration; vi) HUB Vendor Participation reporting; vii) perform project manager function for occasional projects, viii) Contract Request and Development, ix) staff development, human resources liaison, and learning management for the department.
Performs advanced (senior-level) project management work with an emphasis on developing systems and metrics for monitoring the performance, progress and schedule of all FDC and Minor Construction projects and the supporting administrative functions. Communicates with project stakeholders, management and other relevant parties. Directs, assigns and evaluates the work of project support staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.
Distinguishing Characteristics:
Responsible for daily oversight and delivery of the administrative functions supporting the entire FDC, Minor Construction, and AE Design project enterprises. Manages eight essential administrative functions for a portfolio of projects that are highly complex, large, with long-range timeframes and of critical importance to a broad range of state agencies.
ESSENTIAL FUNCTIONS:
- Directs, develops and evaluates projects using accepted project management methodologies.
- Develops criteria for evaluating projects, programs and other pertinent information related to project assignments.
- Leads development of documentation of project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
- Develops and implements plans to communicate project methodology and processes to interested groups, team members and management.
- Monitors and reports on project quality and cost to ensure that project deliverables are acceptable.
- Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
- Compiles and distributes project portfolio information, project status reports and project budget expenditures.
- Develops documentation, training, and onboarding programs to ensure compliance with the agencies project controls requirements.
- May present/testify before interested groups, executive management and agency leadership on project status and other issues.
- Directs, assigns and evaluates the work of project staff supporting the project management program including performance measures, financial operations, vendor insurance documentations, vendor background checks, electronic project management control system, HUB vendor participation reporting, procurement and contract request/development.
- Performs aforementioned duties relative to TFC’s entire project management enterprise.
- Performs related work as assigned.
MINIMUM QUALIFICATIONS:
- Experience in developing and monitoring large project portfolios in a public setting. Experience managing teams working on complex programs including staff development, and business analysis within a public setting.
- Senior level experience in project management related to planning, design and construction of one or more of following types of facilities: office buildings, central plants, laboratories, service centers, maintenance facilities, dormitories, correctional facilities and educational facilities.
- Graduation from an accredited four-year college or university with major course work in urban planning, architecture engineering or related field is generally preferred.
- Experience and education may be substituted for one another
- May require certification as a Project Management Professional (PMP) and Certified Texas Contract Manager (CTCM).
- Registration as a Texas Professional Engineer or Architect is advantageous.
- Must possess the ability to attest to and maintain the security or integrity of the state’s critical infrastructure requirement to be considered for hire and to maintain employment.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of project management theories and practices applicable to design and construction projects that are highly complex in scope; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of architectural and engineering design and construction.
- Expertise in capital construction project management related to State of Texas code and procurement requirements and/or Texas Facility Commission project management procedures.
- Skill in project management monitoring, in addressing changes in scope and budget. Skill in the use of a computer and applicable software including the Microsoft Office suite of applications, Outlook, Word, Excel, Powerpoint.
- Ability to leverage understanding of project management industry best practices to develop or refine processes to support the department’s needs.
- Ability utilize change management theory to successfully implement departmental process improvements in collaboration with cross functional stakeholders across the agency.
- Ability to develop a responsive and flexible support team to support successfully implement an evolving portfolio of critical state construction projects.
- Ability to manage project and project support activities for assigned projects.
- Ability to establish project and project support goals and objectives.
- Ability to design processes and systems to proficiently and reliably deliver support services.
- Ability exercise sound judgment in making critical decisions.
- Ability to analyze complex information and develop plans to address identified issues.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
