Position Description

Performs moderate to highly complex budget preparation and analysis work. Work involves coordinating budgetary activities, reviewing and analyzing budgets and performance measures, and providing technical advice and assistance on budgetary matters. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties:

  • Develops spreadsheets, databases, and other electronic documents.
  • Performs complex budget and financial tasks.
  • Analyzes trends, tracks, and projects future expenditures and budgetary needs.
  • Assist in the preparation of Legislative Appropriations Requests, Biennial Operating Budget, and ad hoc reports as needed.
  • Gathers basic data and assists with routine analyses.
  • Assists in maintaining confidential information and records.
  • Reviews requests for additional funds or resource reallocation; evaluates justification, recommends actions and answer inquiries on budget/resource related matters.
  • Research legal statutes and historical financial information.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in Finance, Accounting or Business. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Budget Analyst II – 1 year budget analysis or budget forecasting.

Budget Analyst III – 2 years budget analysis or budget forecasting.

Preferred Qualifications:

  • Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.

Competencies:

Required technical skills using the following systems: Microsoft 365 (Teams, Planner, SharePoint), similar to Peoplesoft, QuickBooks, Tableau etc., MS Excel, and financial reporting.

Ability to:

  • Communicate financial data effectively
  • Follow verbal and written instructions
  • Follow applicable safety standards, practices and procedures
  • Protect sensitive and confidential information

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
