The Director of the Anti-Human Trafficking Team is selected by and responsible to the Executive Director and performs advanced managerial, administrative, and analytical work for the agency, providing direction, guidance and oversight in the Team and agency’s strategic response to human trafficking within licensed and unlicensed facilities. Work involves directing the planning, organization, coordination, and evaluation of Team programs and administrative activities, including program and personnel management, developing policies, procedures, and guidelines; establishing priorities, standards and measurement tools for determining progress in meeting goals; coordinating and evaluating division activities. The Director supervises assigned staff, monitors and ensures compliance with employee performance and agency expectations. The Director works closely with the Regulatory Services Directors, and all agency leadership involved in combatting human trafficking. Externally, work involves interacting with diverse populations and assisting in coordinated efforts to combat human trafficking. This may include planning and/or delivering training and education and/or coordinating complex investigations with other governmental agencies, law enforcement, private industry partners and community organizations. Work is performed within established guidelines under minimal supervision, with extensive latitude for exercising initiative and independent judgment. Some travel is required for meetings, investigations and stakeholder engagements.

Essential Duties

  • Directs the functions of the Anti-Human Trafficking Team’s activities and personnel including oversight of the Legal, Support and Outreach functions, program planning, budgeting, staffing, and monitoring all other matters related to the day-to-day operations and functions of the team.
  • Develops policies, procedures, and guidelines, and monitors compliance. Develops and establishes goals and objectives consistent with the agency’s strategic plan.
  • Develops policies and implements techniques for evaluating functions within the Team and identifies need for changes in the execution of the Team’s charge to combat and disrupt human trafficking. Provides recommendations to the Executive Director about agency-wide changes to combat and disrupt human trafficking.
  • Provides direction, consultation and guidance to Anti-Human Trafficking Team staff, including developing position descriptions, hiring, establishing employee performance standards, and providing staff with priorities, goals and special assignments in accordance with Team and Executive office priorities.
  • Provides consultation and guidance to Division Directors, General Counsel and agency staff on anti-trafficking efforts and relevant statutes, rules and policies.
  • Coordinates with and acts as liaison for agency staff with the Commission, program advisory boards, consumers, industry representatives, government officials, and other internal/and external groups involved in combatting the illicit massage industry and human trafficking.
  • Participates in tracking, analyzing, recommending changes for, and implementing legislation and legislative changes. Develops plans to monitor and measure division bill implementation progress. Assists with development of recommendations for rules in response to legislative changes.
  • May assist as an agency liaison responding to legislative and external inquiries, fielding inquiries in a timely and courteous manner.
  • Complies with division and/or agency training requirements.
  • Keeps management appropriately informed of ongoing activity and critical matters affecting the operation of the Team.
  • Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement, and support to other members of the staff and team, while upholding the agency’s core values.
  • Complies with agency training requirements. Adheres to all Texas Department of Licensing and Regulation Personnel Polices and performs related work as assigned.

Minimum Requirements

Two (2) years of experience in the management/supervisory and/or team lead role of a program working with at-risk populations, law enforcement agencies, regulatory bodies, or legal professionals in enforcement-related activities is required. At least two (2) years of experience in criminal prosecution or administrative law prosecuting regulatory enforcement proceedings before the State Office of Administrative Hearings (SOAH), with a preference for experience with the emergency order authority related to human trafficking preferred. At least two years of experience in the development and administration of policy, the legislative process, or similar responsible duties preferred. Graduation from an accredited four-year college or university with major course work in the field relevant to the assignment is preferred.

Veterans, Reservists or Guardsmen with an MOS or additional duties that fall in the fields of Navy- 641X LDO Administration,  Coast Guard SEI15- Enterprise Policy, Planning, Budget, and Air Force 10C0 Operations Commander, 30C0 Support Commander, Marine- 8041 Colonel Ground, or other related fields pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply.  Additional Military Crosswalk information can be accessed at: Military Crosswalk for Occupational Category – Program Management.

Remarks

The successful candidate will have: Knowledge of administrative law and regulatory enforcement. Strong understanding of human trafficking dynamics and industry-specific vulnerabilities. Excellent verbal and written communication skills with internal and external stakeholders. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Skill in the use of computers and applicable software, including MS Office applications, internet and email, and, in the use of a computer to produce complex documents. Skill in the operation of standard office equipment and mobile devices. Ability to develop and implement policies and regulatory strategies. Ability to develop and implement policies and regulatory strategies, present issues, findings and recommendations in a clear and concise manner; ability to interact effectively with internal and external partners. Ability to direct and organize program activities; to establish program goals and objectives that support the agency’s strategic plan; and, to identify problems, evaluate alternatives, and implement effective solutions. Ability to develop and evaluate policies and procedures; to prepare concise reports; and, to communicate effectively. Ability to collaborate effectively with diverse stakeholders. Ability to make presentations; to testify at hearings; and to plan, assign and supervise the work of others.
