Job Summary:
Performs advanced (senior level) purchasing and procurement work. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and overseeing the maintenance of detailed records of items purchased, received, prepared, and issued. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Purchasing Manager in the Administration Division.
Qualifications:
• Graduation from an accredited four-year college or university with major course work in business, public administration, or related field is required. (Experience in purchasing, in excess of the required five years, may be substituted for college on a year-for-year basis.)
• Five years purchasing experience in a government agency is required.
• One year of experience using the formal bid process for awarding purchases is required.
• Must be willing to work evenings, weekends, and holidays as workload may require.
• Must be willing to travel up to 5% for job-related purposes as required.
• Must have or will obtain Certified Texas Contract Developer (CTCD) within one year of employment.
• Experience in purchasing Information Technology (IT) and/or facility related goods and services is preferred.
• Experience with personal computers to include experience with Microsoft Word and Excel software is preferred.
Knowledge, Skills, and Abilities:
• Extensive knowledge of purchasing and procurement methods and procedures, purchasing sources, prices, market factors, product characteristics, and general and technical specifications.
• Knowledge of warehousing methods and procedures, inventory and stock control record keeping, reporting procedures, and departmental policies and procedures.
• Knowledge of local, state, and federal laws and regulations relevant to state procurement.
• Knowledge of current HUB requirements for procurements by the State of Texas.
• Knowledge of State Use Program requirements for procurements by the State of Texas.
• Knowledge of insurance and bonding requirements used in the State of Texas.
• Knowledge of the Texas Lottery and Bingo Enabling Acts and agency administrative rules.
• Skilled in the use of personal computers.
• Ability to develop and evaluate bids including Invitation for Bids and Request for Quotes.
• Ability to interpret policies, procedures, and regulations as it is applicable to TLC.
• Ability to exercise good judgment in decision making.
• Ability to maintain an effective working relationship with management and coworkers.
• Ability to communicate effectively, both orally and in writing, in a clear and concise manner.
• Ability to establish goals and objectives, organize workloads, and set priorities.
Physical and Mental Requirements:
• Must be able to sit or stand for extended periods of time, work well in stressful situations under strict deadlines, and operate standard office equipment and computer software.
• Must be able to lift and move file boxes weighing up to 25 lbs.
Essential Job Functions:
Oversees, prepares, reviews, and issues bid invitations by:
• Overseeing, reviewing, and verifying bid specifications for accuracy, compliance, and clarity.
• Compiling all the necessary documentation for bid solicitations.
• Accurately posting necessary bids on the Electronic State Business Daily (ESBD).
• Scheduling and conducting bid openings.
• Working closely with the legal department to assure accurate and fair bids are solicited.
• Scheduling and coordinating pre-bid conferences as necessary.
• Effectively negotiating pricing and /or terms and conditions.
• Recommending and awarding purchases.
Coordinates, prepares, reviews, and tracks purchase orders by:
• Reviewing purchase documentation for accuracy, completeness, and compliance.
• Performing necessary verification of tax status and required federal vendor checks.
• Routing purchase order documents to Receiving and Office of the Controller.
• Assuring proper coding of documents for processing.
• Making sure all procurement files are complete, accurate, and filed appropriately.
• Coordinating the preparation, review, tracking, and expedition of purchase orders.
Interacts closely with other areas or divisions and provides consulting expertise or technical assistance by:
• Providing the warehouse with accurate purchasing documents and receiving information.
• Guiding bid evaluation teams in fair and accurate bid reviews and recommendations.
• Responding quickly to urgent purchasing requests.
• Assisting divisions in the drafting of clear and concise bid specifications.
Interacts closely with vendors by:
• Quickly and professionally responding to questions and resolving issues.
• Providing complete and accurate bid specifications.
• Responding timely to email correspondence and phone contacts.
• Treating every vendor fairly and professionally.
Performs special assignments and tasks by:
• Providing necessary documents for Open Records Requests.
• Participating in HUB Forums as a Texas Lottery Representative.
• Participating in the annual Procurement Training Program.
• Preparing and providing required reports.
Performs administrative functions by:
• Assisting others in the use of the requisition and procurement database.
• Attending training courses necessary to remain current on procurement certifications.
• Providing recommendations for procurement area improvements.
• Reviewing purchasing guidelines, policies and procedures.
• Maintaining files and prioritizing workload appropriately.
• Adhering to and exhibiting high ethical standards.
• Prioritizing workload appropriately.
