JOB SUMMARY:
Perform highly advanced and/or supervisory (senior level) lease contract and program management within the State Leasing Services Division of the Texas Facilities Commission. Manage all aspects of a portfolio of approximately 250 leases, including lease negotiations and lease enforcement. May plan, assign, and/or supervise the work of others. Assist in implementing lease program goals and objectives. Assist the division director in developing and/or approving schedules, priorities, and standards. Act as liaison with state agencies for planning, organizing, and supervising lease program applications. Work under minimal direction with extensive latitude for the use of initiative and independent judgement.
ESSENTIAL FUNCTIONS:
- Maintain, manage, and supervise the procurement and contract management of approximately 250 active leases and 30 projects for space occupied by state agencies.
- Interpret and enforce compliance with statutes, rules, and contractual provisions.
- Prepare lease contracts, amendments, correspondence, and highly detailed reports with attention to accuracy.
- Perform complex lease negotiations and evaluations of new lease procurements, lease renewals, adding space, and related issues.
- Inspect lease space to ensure compliance and proper space utilization.
- Act as liaison between state agencies and building owners/managers.
- Advise state agencies regarding planning and various technical aspects of leasing facilities.
- Provide assistance to the state leasing services director, state agencies, executive management, legislative officials, and private lessors.
MINIMUM QUALIFICATIONS:
- Graduation from an accredited four year college or university with major course work in business administration, finance, real estate or related field. Additional full time wage earning experience may be substituted for education on a year-for-year basis.
- Minimum 5 years’ experience in commercial real estate, lease contract administration, real property operations, or general administration management.
- Must possess the ability to attest to and maintain the security or integrity of the state’s critical infrastructure requirement to be considered for hire and to maintain employment.
PREFERRED QUALIFICATIONS
- Certification as a Certified Texas Contract Developer (CTCD)
- Certification as a Certified Texas Contract Manager (CTCM)
- Experience with ManagePath Software Database
KNOWLEDGE, SKILLS & ABILITIES:
- Thorough knowledge of Texas state laws and statutes relating to contract management practices.
- Thorough knowledge of commercial leasing and the real estate industry.
- Knowledge of Microsoft Windows, Excel, and Outlook.
- Knowledge of ManagePath Software Database.
- Ability to process lease documents and related reports with a high level of accuracy.
- Ability to handle and prioritize multiple tasks and make sound business decisions.
- Ability to deal with highly sensitive information in a discrete and professional manner.
- Demonstrated ability to understand and adhere to departmental policies and procedures.
- Demonstrated ability to perform cost analyses and negotiate contracts.
- Ability to assign and/or supervise the work of others.
- Ability to communicate effectively, both orally and in writing.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
