Position Description

The Accountant III performs professional-level accounting work, including financial reporting, reconciliation, and system implementation. This role involves preparing financial statements, conducting financial analysis, and ensuring compliance with accounting standards. The position requires collaboration with internal teams, external agencies, and auditors to support accurate financial reporting. Employees at this level work independently, setting their own priorities to meet objectives.

Essential Duties:

Financial Reporting & Analysis –

  • Prepare and review portions of audited financial reports, including the Annual Comprehensive Financial Report and standalone financial statements.
  • Compile and analyze investment activities and capital asset data to support financial reporting.
  • Develop and produce reports for monitoring and presenting agency financial information.
  • Prepare the Separately Audited and Issued Texas Transportation Finance Corporation Annual Financial Report.

Accounting & Reconciliation –

  • Prepare journal entries and perform account reconciliations to ensure data accuracy and integrity.
  • Review and verify monthly reimbursable operations and maintenance expenses.
  • Update and reconcile daily toll revenue for all TxDOT-owned toll projects with various toll operators.
  • Analyze new and proposed accounting standards, assess their impact, and implement necessary changes.
  • Identify potential accounting issues and recommend practical solutions.

Systems & Compliance

  • Support ongoing testing, updates, and implementation of financial systems, including the Uniform Statewide Accounting System (USAS) and PeopleSoft.
  • Coordinate data collection for audits and respond to auditor inquiries regarding business processes.
  • Ensure compliance with regulatory and organizational guidelines in financial documentation and reporting.

Collaboration & Process Improvement –

  • Attend the monthly Toll Project Enterprise meeting to receive updates on project status, budget, and debt issuance topics.
  • Work cross-functionally to enhance financial processes and increase efficiency.
  • Train and assist less experienced accountants with financial reporting tasks.
  • Participate in special projects as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in Accounting, Finance, or Finance-related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 3 years accounting related work. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

 

Preferred Qualifications:

  • CPA license is highly preferred
  • Bachelor’s Degree in Accounting or Finance is highly preferred

Competencies:

In-depth knowledge of Generally Accepted Accounting Principles (GAAP) and fund accounting principles, with the ability to document and communicate complex financial concepts effectively.

  • Experience with accounting systems such as USAS and PeopleSoft.
  • Strong ability to interpret financial data, identify issues, and develop effective solutions.
  • Advanced skills in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Teams) and proficiency in SharePoint, Tableau, or similar data analytics tools.
  • Highly effective verbal and written communication, with the ability to collaborate across finance and non-finance teams.
  • Ability to manage multiple tasks in a fast-paced environment, prioritize effectively, and maintain attention to detail.
  • Works well in dynamic settings and contributes to team success through proactive problem-solving and continuous improvement.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting – prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
