Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum of the salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

POSITION OVERVIEW:
The Accounting Division is hiring a Revenue Accountant to work within the Cash Management section and perform complex (journey-level accounting work. The Accounting Division administers a system of internal controls to ensure all purchase orders, contracts, and allocations to subgrantees, payments to vendors and school districts, agency employees’ salaries, benefits, tax deductions, and travel are processed in accordance with the General Appropriations Act and State and federal laws or regulations.

The Cash Management section is responsible for maintaining control over all agency revenues and monitoring appropriation balances through monthly reconciliations and internal reports. The Revenue Accountant will fulfill daily, monthly, and quarterly cash management responsibilities including but not limited to federal payment requests, invoicing for contract billings, and review of appropriation balances. We are searching for a distinguished individual that has a strong work ethic, the ability to balance many tasks simultaneously in a fast-paced environment, and the desire to gain more experience with accounting principles, practices, and procedures.

The position reports to the Assistant Accounting Director and works under general supervision, with moderate latitude for the use of initiative and independent judgement.

The Revenue Accountant may work a hybrid schedule with at least 2 to 3 in-person days each week.

ESSENTIAL FUNCTIONS:
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

  1. Federal Revenue Draws:performs daily federal revenue draws in various federal payment systems and posting the federal grant payment in TCAPPS and USAS accurately
    2. Cash Management Activities in Accounting System:performs monthly state and federal grant reconciliations with sufficient time to follow up with the correction entries
    3. Preparation and Processing Refund: assists the Cash Management Team Lead with managing the cash receipts module (i.e., processing credit card refunds, certification refunds, and recording assessment revenue)
    4. Appropriation Cash Balance and Transfer: Reviews appropriation cash balance and prepare/enter cash transfer journals entries as needed
    5. Cash Related Reports and Customer Service: prepares cash management reports: CMIA, closed charters school reports and improper payment data collections; provides timely customer service to internal and external stakeholders

Qualifications

MINIMUM QUALIFICATIONS:
• Education: Graduation from an accredited four-year college or university
• Degree fields: Accounting, Business Administration, Finance, or related field
• Experience: At least three [3] years of experience in accounting and financial operations.
• Substitutions: Education and experience may substitute for one another on a year-for-year basis.

OTHER QUALIFICATIONS:
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military;
• Experience with cash revenues/expenditures procedures and processes, CAPPS, USAS, and TINS;
• Knowledge of fiscal programs; governmental accounting; budget control methods, policies, and procedures; and of laws and regulations pertaining to financial operations;
• Highly skilled with Microsoft Office and PeopleSoft products;
• Ability to engage in a collaborative, results-oriented team environment;
• Highly organized; ability to manage multiple projects at once and meet deadlines;
• Excellent written and oral communications skills;
• A desire to self-reflect, give/receive feedback and continuously improve.
