General Description:
Performs moderately complex (journey-level) accounting work. Work involves assisting in the preparation of financial statements, records, documents, and reports. May specialize in some phase of accounting work such as construction accounting, property and equipment control, cost, budgeting, or bond servicing. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Duties:
Prepares and/or processes general journal entries.
Prepares analyses and reports related to fund balances, expenditures, cost estimates, cost data, and budget items.
Ensures accounting and financial documents are accurate and in compliance.
Maintains records in internal accounting systems and according to standards.
Work collaboratively with financial and program staff to ensure payments are made and interest charges are mitigated.
Assist in reconciliations of accounting systems to appropriations.
Assist with monitoring and implementing bond cash draws for construction projects.
Assists in the preparation of financial statements, reports, schedules, and exhibits.
Assists in planning procedures and regulations to control the disbursement of allocated funds and in preparing letters of instruction, manual revisions, and related forms as necessary.
Manage and process project management fees.
Prepare and process payments in accordance with the Prompt Payment Act.
Load budgets into internal accounting systems.
Prepare reports as needed and keep fiscal construction spending records current and accurate.
Act as fiscal reviewer for contracts and contract amendments.
Assists with the development of internal policies and procedures.
Performs related work as assigned.
Required Qualifications (Minimum Qualifications)
Education and Experience:
Experience in accounting and financial operations. Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Experience and education may be substituted for one another. Must possess the ability to attest to and maintain the security or integrity of the state’s critical infrastructure requirement to be considered for hire and to maintain employment.
Knowledge, Skills and Abilities:
- Knowledge of fiscal programs; governmental accounting; budget control methods, policies, and procedures; and laws and regulations pertaining to financial operations.
- Skill in the use of a computer and applicable software. Capacity to learn accounting systems such as CAPPS/USAS
- Ability to interpret and apply accounting theory; to interpret laws and regulations; to work accurately with numerical detail; to analyze, consolidate, and interpret accounting data; and to communicate effectively.
- Ability to backup staff for business continuity.
- Ability to work accurately with numerical data.
Physical Requirements and/or Working Conditions:
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
