The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum of the salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

POSITION OVERVIEW:
The Texas Education Agency’s Financial Compliance Division is seeking a talented individual to join our team of professionals committed to improving the educational outcomes for all public-school students in the state of Texas. The work performed will enable the Texas Education Agency (TEA) to ensure that every child is prepared for success in college, a career, or the military.

The Financial Auditor plays a critical role in ensuring compliance with accounting and auditing rules and standards and with local, state, and federal statutes related to annual financial reporting of Texas schools . The Financial Auditor position requires performing review of financial reports with high degree of accuracy and attention to detail; interpreting accounting information; coordinating referral of information; guiding other Financial Auditors by responding to questions; performing critical projects or programs as assigned; and corresponding with school personnel, external auditors, public officials, and the public in general. The Financial Auditor should be honest and ethical in all work, highly self-motivated, a team player and proficiency in audit methodologies and electronic data processing (EDP) skills. The Financial Auditor works under minimal supervision with considerable latitude for the use of initiative and independent judgment .

The Financial Auditor may work a hybrid schedule.

ESSENTIAL FUNCTIONS:
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

  1. Desk Review and Reporting:conducts first and second level review work for annual financial report audit reviews of school districts and education service centers; conducts first level review work for annual financial report audit reviews of open enrollment charter schools, if assigned; and incorporates the external auditor’s findings and the TEA comments, as appropriate, into the final reports or letters
    2. Planning and Process Improvement:assists in developing an annual financial report audit review program including reviewing questions and reviewing manuals in compliance with accounting and auditing rules and standards, and with the local, state, and federal statutes related to annual financial reporting of Texas schools; assists in managing or developing review database, if assigned
    3. Customer Service and Stakeholder Support: provides technical guidance and communication to team members and external stakeholders

Qualifications

MINIMUM QUALIFICATIONS:
• Education: Graduation from an accredited four-year college or university
• Degree fields: Accounting, Auditing, Finance, or another related field
• Experience: At least four [4] years of experience in Accounting, Financial Compliance, and/or related field
• Substitutions: An advanced degree may substitute for two years of required experience

OTHER QUALIFICATIONS:
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military.
• Knowledge of Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standard Board (GASB) pronouncements, Financial Accounting Standards Board (FASB) accounting standards, the Financial Accountability System Resource Guide (FASRG), and local, state, and federal statutes related to annual financial reporting.
• Proficiency in Microsoft Access, Excel, Word, and Outlook.
• Experience with reviewing annual financial reports to identify the financial compliance issues over the relevant standards, statues, rules, regulations, and guidance.
• Ability to prepare audit review programs, review documentation, gather information, prepare work papers, develop issues/findings, and compose clear and concise reports.
• Meticulous attention to detail with an ability to produce high quality work.
• Highly organized with an ability to manage multiple projects at once and meet deadlines.
• Excellent verbal and written communication skills.
• Strong customer-service mindset and the ability to communicate to a diverse group of internal and external customers.
• A desire to self-reflect, give/receive feedback and continuously improve.
• Ability to engage in a collaborative, results-oriented team environment.
• Initiative to identify opportunities and make recommendations to improve policies, practices and processes related to audit functions.
• Desired certifications include Certified Public Account (CPA), Certified Internal Auditor (CIA), Certified Government Audit Professional (CGAP) or Certified Fraud Examiner (CFE).
• Knowledge of Texas school finance and/or Texas Association of School Business Officials (TASBO) certification preferred.
• Experience in school district, charter school, government, or non-profit environment preferred.
