Job Summary:
Performs highly complex (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing an array of essential programs of the Enforcement Division and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. May provide guidance to others. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. This position reports to the Enforcement Division Director.

Qualifications:
• High School graduate or GED equivalent is required.
• Graduation from an accredited four-year college or university with a degree in criminal justice, legal studies, government, public or business administration, or a related field is required. (Experience in program planning, development, and implementation, in excess of the required three years, may be substituted for college on a year for year basis.)
• Three years experience in program planning, development, and implementation is required.
• Two years experience in a file management system, records retention, or investigative program support role is required.
• Experience with Microsoft Word, Microsoft Excel, multi-user databases, and a computerized case or file management system is required.
• Willingness to work irregular hours such as weekends, holidays, and nights as required.
• Two years intake processing and/or complaint processing experience is preferred.

• Knowledge of state and federal laws, regulations and requirements related to state lottery and charitable bingo activities.
• Knowledge of local, state, and federal laws and regulations relevant to administrative and/or criminal investigations.
• Knowledge of the principles and practices of public administration and management.

• Knowledge of legal practices and terminology.
• Knowledge of spelling, punctuation, sentence structure and grammar.

Physical and Mental Requirements:
• Must be able to sit or stand for extended periods of time, and operate standard office equipment, personal computers, and computer software.
• Ability to lift file boxes up to 30 lbs.

Essential Job Functions:
Plans, develops, and implements an array of essential programs of the Enforcement Division and prepares and submits documents and reports for these programs:
• Prepares, interprets, documents, disseminates, and reconciles information in reference to the Lottery Operator Contract and Enforcement Division procedures.
• Responsible for maintaining, monitoring, reviewing, and report preparation of Lottery Operator employees.
• Coordinates, monitors, prepares, updates, and submits reports regarding Operator Vendor Employees and the Prohibited Claimant List in accordance with Enforcement Division procedure.
• Monitors, reviews, prepares, and submits reports pertaining to the Lottery Operator Employee weekly, monthly, and annual reports.
• Responsible for and acts as the Evidence Custodian and responsible for managing all evidence associated with investigations of the Enforcement Division.
• Analyzes, evaluates, collaborates, plans, implements, and provides input and ISR’s for the Scratch Ticket Management System.
• Prepares, monitors, documents, and submits monthly reports for the TCIC, TLETS terminals and prepares report analysis for usage in accordance with Texas Department of Public Safety and the Federal Bureau of Investigation guidelines.
• Provides guidance to staff in the development and integration of new methods and procedures.

Coordinates the planning, development, and implementation of the records management program of the Enforcement Division:
• Monitors compliance with requirements, laws, regulations, policies, and procedures for the Enforcement Division’s records management program.
• Prepares, interprets, documents, and disseminates information concerning State Records Retention guidelines.
• Manages, plans, and prepares file records and case evidence for storage and proper disposition in accordance with Enforcement Division procedures and maintains logs of records destroyed.
• Responsible for maintaining and archiving files in accordance with State File Retention protocol.

Maintains case management systems and processes case files:
• Receives, analyzes, and documents incoming information for case initiation and final closure of Lottery Operator Employees and TLC employee investigations in the Compliance Activity Monitoring Process (CAMP).
• Works with the CAMP section of the Lottery Operations Division to coordinate database administration, and provides technical assistance to Enforcement Division staff in all matters related to CAMP.
• Analyzes, evaluates, and provides solutions and ISRs for issues or improvements for the CAMP system.
• Responsible for managing and maintaining the processing of Enforcement case files.
• Assists in the preparation, initiation, and assignment for opening case files, entering and tracking information in the case management system, and assigning cases to team leader or background investigator in a timely and accurate manner.
• Assists in the process for completed case files and reports, coordinates and routes investigative results, reports to appropriate divisions or departments, and documents activity.
• Provides technical assistance to staff in the usage of various systems and programs.

Assists in performing functions of the intake program and Executive Assistant:
• Coordinates dissemination of all completed enforcement investigative reports to the appropriate referring divisions and departments.
• Assists in the maintenance of the Live Instant Ticket Management System for the inventory, audit tracking and reporting functions as directed under Enforcement Division procedure EN-013.
• Assists in the preparation and dissemination functions of the Imprest Account.

Participates in special projects and research and performs administrative functions for the division:
• Analyzes and conducts specialized research projects, and works with Enforcement Division staff in identifying and reporting trends and resolving technical problems.
• Participates in independent or committee research and review related to policies, procedures, and/or development of resources.
• Prepares or assists in the preparation of administrative or statistical reports, studies, and specialized research projects including the Prohibited Claimant Report, the terminated TLC Employees, and Operator/Vendor employee reports.
• Responsible for the collection and dissemination of the Enforcement Division’s mail processes.
• Responsible for sending and receiving certified mail via USPS, overnight mail delivery via commercial carrier.
• Evaluates, documents, reviews, and provides input and recommendations for the annual Enforcement Division budget and initiates Information Service Requests (ISR’s) and Electronic Requisitions (E-reqs) for the Enforcement Division.
• Prepares, submits, and monitors facility work orders.

Performs other related duties as assigned.
