JOB SUMMARY
Performs advanced (senior-level) budget preparation and analysis work in support of the Facilities Design and Construction (FDC) Division. This position is responsible for the financial oversight of the FDC Project Management Office (PMO) portfolio, including monitoring project budgets, forecasting expenditures, ensuring compliance with applicable fiscal policies, and supporting project managers in the development and management of individual project budgets. Work involves coordinating with internal stakeholders to track capital and operational expenditures across complex, multi-year construction projects. The Budget Analyst IV works under minimal supervision with considerable latitude for the use of initiative and independent judgment and may provide guidance to other financial or project support staff.
ESSENTIAL FUNCTIONS
- Oversees the preparation, monitoring, and evaluation of the overall Facilities Design and Construction (FDC) capital project portfolio budgets, including coordination with the Project Management Office (PMO).
- Develops and reviews individual project budgets in collaboration with project managers to ensure alignment with approved funding and fiscal guidelines.
- Coordinates the development and tracking of capital and operating expenditures, encumbrances, and projections for multi-year construction projects.
- Analyzes budget performance trends, expenditure patterns, and cost drivers; makes recommendations to improve project-level and program-level financial outcomes.
- Prepares and disseminates regular financial reports, dashboards, and forecasts for use by executive leadership and project teams.
- Supports the submission of budgetary materials, including strategic plans, fiscal notes, and legislative appropriations requests specific to FDC capital programs.
- Assists in establishing and implementing internal budgeting procedures, controls, and performance measures to support accurate and transparent project financial management.
- Advises FDC and agency leadership of significant budget deviations, funding risks, and financial impacts to capital construction project delivery.
- May provide guidance or oversight to junior analysts or project support staff related to budgeting methods and standards.
- Performs related work as assigned.
Required qualifications
Education and Experience
- Four years of experience in budget preparation and analysis, financial management, fiscal policymaking, or performance measurement reporting work.
- Graduation from an accredited four-year college or university with major coursework in accounting, finance, business administration, public administration, construction management, or a related field is generally preferred.
- Experience with capital improvement programs, government finance, or construction project controls is highly desirable.
- Education and experience may be substituted for one another.
- PREFERRED: CTCM, CTCD
- Must be eligible to obtain the CTCM certifications within 6 months of hire
- Must possess the ability to attest to and maintain the security or integrity of the state’s critical infrastructure requirement to be considered for hire and to maintain employment.
- Valid State of Texas Class “C” driver’s license.
Knowledge, Skills, and Abilities
- Knowledge of budgeting and financial management principles related to capital construction or facilities programs.
- Knowledge of public accounting, appropriations, and fund allocation processes, including legal and policy constraints governing state agency expenditures.
- Skill in developing and managing multi-year budgets and interpreting complex financial data.
- Proficiency in using Microsoft Excel and financial software tools; experience with enterprise systems or project management platforms (e.g., ProjectMates or equivalent) preferred.
- Ability to prepare clear, concise budgetary reports and communicate financial information to both technical and non-technical audiences.
- Ability to identify financial risks, propose corrective actions, and support data-driven decision-making.
- Ability to work independently and collaboratively within a project-based and matrix organization.
- Ability to supervise or guide the work of others, if assigned.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS
This position functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a workday as necessary. May require occasional overtime during peak budgeting periods.
