Introduction:
The Texas Higher Education Coordinating Board (THECB) is seeking a talented, self-motivated, and enthusiastic individual to support the accounting and financial reporting functions at the agency. The Accountant V position will focus on general accounting and financial reporting functions such as preparing financial statements and special reports, analyzing financial and budgetary data, and performing general ledger accounting work. The ideal candidate will be a team player with a results-driven focus, who can demonstrate how their skills and competencies can add value to a department that operates in a dynamic and fast-paced environment.
General Description:
Performs moderate to advanced level work related to accounting and financial reporting for the Financial Services Division of the Texas Higher Education Coordinating Board (THECB). Work primarily involves the preparation of financial statements and fiscal reports, and duties pertaining to general ledger accounting. Duties may also include work involving bonds, federal funds, budgeting, and other duties as assigned. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position reports to the Assistant Director, Financial Reporting.
General Duties and Responsibilities:
• Prepares moderate to complex general ledger accounting entries in both internal and external accounting systems, which involve budgets, encumbrances, real and nominal accounts, and accruals.
• Maintains the agency’s general ledger, including data integrity reports and account reconciliations between internal and external accounting systems.
• Participates in the monthly and year-end closing processes.
• Prepares financial statements, schedules, exhibits, and note disclosures for both internal and external annual financial reports.
• Assists with preparing bond accounting entries and compliance reporting.
• Prepares monthly, quarterly, and ad-hoc financial reports.
• Compiles, reviews, analyzes, and evaluates financial data.
• Assists in the drawdown, reconciliation, and reporting of federal funds.
• Assists with budgetary reconciliations, encumbrance analysis and reporting, and other budget related duties.
• Reviews Governmental Accounting Standards Board (GASB) statements for upcoming pronouncements impacting the agency.
• Maintains knowledge of the State of Texas General Appropriations Act and other statutes/policies and procedures affecting the agency’s budget.
• May assist in responding to inquiries for information from the Legislative Budget Board, Comptroller’s Office, and various other governmental entities regarding methods of finance, appropriation expenditures, etc.
• Performs related work as assigned.
Knowledge, Skills, and Abilities:
• Knowledge of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP).
• Skill in the use of a personal computer with a moderate to advanced level of proficiency in Microsoft Excel.
• Skill in the use of automated financial reporting and accounting systems.
• Ability to perform intermediate to advanced level financial analysis, general ledger accounting, and financial reporting work.
• Ability to devise solutions to moderate and complex problems.
• Ability to plan, organize, effectively manage, and complete multiple priorities concurrently, and to keep management abreast of issues.
• Ability to work effectively with limited supervision.
• Ability to communicate effectively both orally and in writing.

Qualifications
Required Minimum Education and Experience:
• Bachelor’s degree from an accredited four-year college or university with major course work in accounting, finance, business, or a closely related field. Relevant work experience may not be substituted for a degree.
• Two (2) plus (+) years of accounting related work.
Preferred:
• Work experience with local, state, and/or federal agencies.
• Knowledge of state and federal laws pertaining to budgeting, federal funds, and bonds.
• Experience in Texas State Government accounting, including extensive experience with Uniform Statewide Accounting System (USAS), and Centralized Accounting and Payroll/Personnel System (CAPPS).
• Experience preparing the Comptroller’s Annual Financial Report (AFR).
